proposal does not have a probable significant adverse impact on the
environment. Therefore, an environmental impact statement (EIS) will not be
required under RCW 43.21 C 030(2)(c) This decision was made after review
of a completed environmental checklist and other information on file with the
lead agency This information is available to the public on request.

2. Access to Yelm Avenue shall be restricted to a right in, right out only The Yelm Avenue
access shall include an island to prevent left turn movements and a right hand taper lane
The City will provide the applicant with detail for improvements to the Yelm Avenue access
A full access shall be allowed along Vancil Road as shown on the site plan
3 The applicant shall submit a demolition plan for all structures on the project site The
demolition plans shall address the presence of asbestos and lead paint. Any buildings
containing asbestos and/or lead paint shall be demolished in accordance with all applicable
state and federal laws and regulations

The City will provide the applicant with detail for improvements to the Yelm Avenue access A
full access shall be allowed along Vancil Road as shown on the site plan

containing asbestos and/or lead paint shall be demolished in accordance with all applicable
state and federal laws and regulations
4 The applicant shall perform additional site assessment to evaluate the on-site hazardous
material containers (drums and 5-gallon buckets) identified in the Phase I Environmental Site
Assessment. The City shall review and approve the assessment. Any removal of hazardous
material shall be in accordance with all applicable state and federal laws and regulations
