Dear Ms Hargrave
The City of Yelm has completed its review of the above referenced project. Site plan approval has
been granted based upon the Determination of NonSignificance issued November 18, 1998 and the
following findings of fact and conditions of approval
1 Transportation
Finding' Yelm is a small compact community most directly affected by two state highways which bisect
the community The two state highways are used by local residents for transportation throughout the
city and for access to commercial and residential areas throughout the community In lieu of widening
existing streets, the City has elect to create certain alternatives, Y-1, Y-2, Y-3 which will avoid the need
to significantly widen existing streets, and particularly Yelm Avenue New developments do in fact
burden the city's central streets, and unless the bypass alternatives are accomplished, the City would
have to require developers to pay the cost of the internal street widening The city plans show and the
City finds that adequate facilities will be accomplished better and in a timely fashion by bypass facilities
as a substitute for the widening of existing facilities. As a result, the City finds that the regional plans
in fact benefit projects in all areas on the City and will accomplish the goal of providing adequate
facilities to City standards within a reasonable time to serve the demands created by the proposed
project.
Conclusion The site improvements alone do not create a potential to increase the number of
automobile trips. No new transportation impacts occur to the City transportation system, therefore no
mitigation is required
2. Storm Water
Finding YMC requires all development to comply with the City Stormwater Manual
Condition of Approval The applicant shall submit a final stormwater report and civil drawings to

the Public Works Department for review and approval Please contact Ken Garmann, Public Works
Director at 458-8499, if you have questions regarding this condition of approval
3 Fire Safety
Finding YMC requires all development to meet minimum fire flow requirements
Condition of Approval The applicant shall complete the on-site water improvement plan as referenced
in the October 6, 1998, letter from Ken Garmann, Public Works Director (letter attached)
4 ParkinQ
Finding YMC requires all parking lots to meet the minimum standards as set forth in the City of Yelm
Development Guidelines, Chapter 4 -Transportation, Section 4 F 110 Parking Lots.
Condition of Approval The applicant shall submit civil plans to the Public Works Department for review
and approval The civil plans shall include all applicable information as required in Chapter 4 -
Transportation, Section 4 F 110 Parking Lots, in the Yelm Development Guidelines Please contact

approval
4 Landscaoinq
Finding YMC, Chapter 17 80 requires all development to provide on site landscaping
Conditions of Approval The applicant shall submit a Final Landscape and Irrigation Plan to the
Planning Department for approval The landscape and irrigation plan shall be in accordance with the
Yelm Zoning Code, Chapter 17 80, Landscaping
Site Plan Approval is a Type" Administrative approval An appeal of this decision can be filed within
14 days from the date of this letter, pursuant to Yelm Municipal Code, Chapter 1549, Integrated
Project Review Process
The Site Plan Approval is valid for eighteen (18) months from the date of this letter If you need
