The City of Yelm has completed its review of the above referenced project. Site plan approval has been granted based upon the Mitigated Determination of NonSignificance issued December 17, 1998, and the following findings of fact and conditions of approval .1. Transportation Finding Yelm is a small compact community most directly affected by two state highways which bisect the community The two state highways are used by local residents for transportation throughout the city and for access to commercial and residential areas throughout the community In lieu of widening existing streets, the City has elect to create certain alternatives, Y -1, Y -2, Y -3 which will avoid the need to significantly widen existing streets, and particularly Yelm Avenue New developments do in fact burden the city's central streets, and unless the bypass alternatives are accomplished, the City would have to require developers to pay the cost of the internal street widening The city plans show and the City finds that adequate facilities will be accomplished better and in a timely fashion by bypass facilities as a substitute for the widening of existing facilities As a result, the City finds that the regional plans in fact benefit projects in all areas on the City and will accomplish the goal of providing adequate facilities to City standards within a reasonable time to serve the demands created by the proposed project. Conditions of Approval a The applicant shall mitigate traffic impacts to the transportation system Mitigation includes payment of the Transportation Facility Charge (TFC) for 13 72 new pm peak hour trips generated by the project. I The total TFC is $10,290 00 The TFC is payable at building permit issuance b The applicant shall be responsible for frontage improvements along its property frontage on Yelm Avenue West. The applicant may defer the frontage improvements by entenng Into an agreement with the City waiving any right to protest the formation of a Local Improvement Distnct (L1C) or Latecomer's Agreement ,. ~ Ms Leticia Meza January 21, 1999 Page 2 When the City deems necessary the applicant shall construct the frontage improvements as specific in the Waiver of Protest Agreement. Said improvements shall consist of half-street improvements for an Urban Arterial designated as a Pedestrian Oriented street in the Yelm Design Guidelines 2. Water Supply Finding This project site is currently served by an 8" PVC water main with a 1" meter located on Yelm Avenue West. The remodel an increase in water consumption is expected Conditions of Approval a The applicant shall provide the City with daily consumption calculations to determine the number of new Equivalent Residential Units (ERU) required to serve the new addition with City water The applicant shall submit consumption calculations to the Public Works Department at time of Civil Drawings submittal Water hook-up fees shall be based on daily consumption and are payable at time of building permit issuance b The applicant shall submit final utility plans for approval by the City Public Works Department. All civil drawings shall be in accordance with Yelm Development Standards c Because sewer charges are based on water consumption the City recommends the installation of an irrigation meter to reduce your monthly sewer change 3. Sewer System Finding The expansion of the facility requires connection to the Yelm STEP sewer system The site will be served by a 6" STEP sewer line located on Yelm Avenue West. Conditions of Approval a The applicant shall provide the City with daily consumption calculations to determine the number of new Equivalent Residential Units (ERU) required to serve the new addition with City sewer The applicant shall submit consumption calculations to the Public Works Department at time of Civil Drawings submittal Sewer hook-up fees shall be based on daily consumption and are payable at time of building permit issuance b The applicant shall connect to the City STEP sewer system and install grease traps per the City Sewer Ordinance c The applicant shall submit final utility plans for approval by the City Public Works ~ ~ ~ Ms Leticia Meza January 21, 1999 Page 3 Department. All civil drawings shall be in accordance with Yelm Development Standards d The applicant shall abandon the on-site septic system and drainfield in accordance with Thurston County regulations Attached is a copy of the required application form 4. Storm Water Finding YMC requires all development to comply with the City Stormwater Manual Condition of Approval a The applicant shall submit a final stormwater plan, including site contours, for approval by the City Public Works Department. Stormwater facilities shall be designed and constructed in accordance with the DOE Manual Best Management Practices are required during construction ~ Desian Standards Finding The City of Yelm has adopted Design Guidelines for its commercial zones The Design Guidelines require all development to deal with the following design issues Site planning, pedestrian access, vehicular access and parking, building design and site design and landscaping Chapter 17 26 130 requires all development to provide screening of refuse containers and must be of a material and design compatible with the overall architectural theme of the associated structure Conditions of Approval a. The applicant shall provide with the landscape plan, drawings of the proposed refuse screening structure to the Planning Department for approval 6. Landscaping Finding YMC, Chapter 17 80 requires all development to provide on site landscaping and irrigation Conditions of Approval a The applicant shall submit a final landscape and irrigation plan to the Planning Department for approval The landscape and irrigation plan shall be in accordance with YMC, Chapter 17 80 4 0'''' Ms Leticia Meza January 21, 1999 Page 4 L Thurston County Environmental Health Department Condition of Approval a The applicant shall obtain all necessary permits for food handling from Thurston County 8. Fire Safety Finding YMC requires all development to meet minimum fire flow requirements In addition, internal roads within a development must meet minimum fire access requirements Conditions of Approval a All interior rods and fire lanes shall be a minimum of 20' in width to assure adequate access for fire trucks and equipment.
