Dear Mr Ga~nn
The Site Plan Review Committee has completed its review of the above referenced project. The
project approval is based on the following findings of fact and conditions of approval Site Plan
Approval is valid for 18 months from the date of this letter If application for a building permit is not
made within the 18 month period, the approval shall automatically terminate However, upon
application by the owner the Site Plan Review Committee shall extend the approval for a period of
six-months
l Transportation
Finding Yelm is a small compact community most directly affected by two state highways which
bisect the community The two state highways are used by local residents for transportation
throughout the city and for access to commercial and residential areas throughout the community In
lieu of widening existing streets, the City has elected to create certain alternatives, Y-1, Y-2, Y-3
which will avoid the need to significantly widen eXisting streets, and particularly Yelm Avenue New
developments do in fact burden the city's central streets, and unless the bypass alternatives are
accomplished, the City would have to require developers to pay the cost of the internal street
widening The city plans show and the City finds that adequate facilities will be accomplished better
and in a timely fashion by bypass facilities as a substitute for the widening of existing facilities As a
result, the City finds that the regional plans in fact benefit projects in all areas on the City and will
accomplish the goal of providing adequate facilities to City standards within a reasonable time to
serve the demands created by the proposed project
The current Public Works facility generates six (6) pm peak hour trips per day The current publtc
works yard is to be abandoned and no further use for the site has been identified at this time The
new public works facility has the potential to generate up to 13 28 pm peak hour trips, pursuant to
Ordinance No 580 The existing six (6) pm peak hour trips from the existing site shall be credited
against the total trips generated at the new site The net new trips to the transportation system is
7 28 pm peak hour tnps
It is unknown at this time which City agencies will be housed In the Public Safety Complex, therefore
traffic Impacts associated with the Public Safety complex were not assessed at this time
The proposed project will increase land use intensity of the site, which results in additional
automobile trips The existing road structure of Rhoton Road is insufficient to safely accommodate
increased traffic along the property frontage

Conditions of Approv'al
a The applicant shall mitigate traffic impacts to the transportation system Mitigation includes
payment of the Transportation Facility Charge (TFC) for 7 28 pm peak hour trips generated
by the project The total TFC for Phase I and II is $5460 00 and payable at building permit
issuance The total TFC for Phase III shall be analyzed and assessed prior to issuance of a
building permit
b At such time a new use is proposed for the abandoned public works site the traffic impacts
will be analyzed under the Transportation Concurrency Ordinance at the time of project
application
c The applicant shall be responsible for half street improvements to Rhoton Road as required
by the Yelm Development Guidelines Improvements shall include core road improvements,
planter strip, sidewalk, street lighting and landscaping as required for a Commercial Access
Street The applicant may enter into an agreement with the City for the deferral of
improvements Enclosed are the Waivers of Protest for improvement deferral If you would
like to defer the required improvements please have your signature notarized and return to
the Planning Department for recording
2. Water Supply
Finding This project site is currently within the City water service area but is not connected to the
system The current public works yard is to be abandoned and no further use for the site has been
identified at this time The existing public works facility currently is connected to the City water
system and water usage is at or below one ERU
Conditions of Approval
a The applicant shall connect to the City's water system The connection point is an eight inch
(8") water main located along the property side of Rhoton Road There is a twelve inch (12")
water re-use line located on the property side of Rhoton Road Separate water meters shall
be installed for irrigation purposes (irrigation will be done with the re-use water)
b Consumption will be monitored for six months to determine if additional ERU's need to be
purchased Water ERU's are based on a consumption rate of 240 gallons per day and are
charged at a rate established by City resolution If the applicant is required to purchase
additional ERU's the cost will be the fee as established by City Resolution in effect at the time
of purchase
c At such time a new use is proposed for the abandoned public works site the water usage will
be analyzed and ERU's will be purchased for the new use
d The existing water usage (one ERU) from the existing site may be credited to the usage at
the new site
3, Sewer System
Finding This project site is currently in the Sewer Service area but is not connected to the S T E P
System To ensure compliance with the City's 1998 Sewer Comprehensive Plan the applicant is

required to connect to the City's sewer system
The current public works yard is to be abandoned and no further use for the site has been identified
at this time The new public works facility currently is connected to the City S T E P Sewer System
and sewer discharge is at or below one ERU
Conditions of Approval
a The applicant will connect to the City's sewer system There is a twelve" (12") sewer main
located along the front of Rhoton road There is a twelve inch (12") re-use line located on the
property side of Rhoton Road
b Discharge shall be monitored by the City for a six (6) month period to determine if additional
sewer capacity is required Sewer ERU's are based on discharge of 240 gallons per day If
the applicant is required to purchase additional ERU's the cost will be the fee as established
by City Resolution in effect at the time of purchase
c At such time a new use is proposed for the abandoned public works site the sewer discharge
will be analyzed and ERU's will be purchased for the new use
d The existing sewer discharge (one ERU) from the existing site may be credited toward the
usage at the new site
5. Utilities
Finding The proposed site has all utilities available but is not currently serviced by these utilities
PSE, TCI, Yelm Telephone, public sewer and water
Condition of Approval The applicant will install all utilities according to City of Yelm Development
Guidelines
Q." Gradinq
Finding Site grading will require excavation and fill over 100 cubic yards
Condition of Approval The applicant shall submit a grading plan to the Public Works Department for
approval Site grading and fill placed on the proposed site shall be compacted to 95% density per
the City of Yelm Development Guidelines
L Fire.
Finding Fire protection is provided by Thurston County Fire District #2 To ensure adequate fire
protection, the applicant is required to meet minimum fire flow requirements per the City's
Development Guidelines and the Uniform Fire Code
Condition of Approval The applicant shall install the required fire hydrants to provide minimum
hydrant spacing to achieve a 150 linear foot radius for full fire coverage of all buildings The on-site
water line installation shall be looped to afford maximum fire protection as per the Uniform Fire
Code

8. Stormwater:
Finding The completed project will increase impervious surfaces on the site and adjacent streets
Impervious surfaces create stormwater runoff When uncontrolled and untreated stormwater runoff
can create a health and safety hazard YMC requires all developments to comply with minimum
standards of the DOE Stormwater Manual for the control and treatment of stormwater runoff
A preliminary Drainage and Erosion/Sediment Control Plan has been prepared and approved to
meet the minimum standards of the City of Yelm
Condition of Approval The applicant shall prepare a final stormwater drainage system plan in
accordance with the DOE Stormwater Manual The final plan shall be submitted to the Public Works
Department for approval
9 Environmental Health.
Finding Due to the type of facility, small amounts of chemicals typical with automobile maintenance
and landscape maintenance will be stored on the site
Condition of Approval The applicant shall submit a Hazard Control Plan to Thurston County
Environmental Health Department for approval
Site Plan Review Approval is a Type II, Administrative approval An appeal of this decision can be
filed within 14 days from the date of this letter, pursuant to YMC, Chapter 1549, Integrated Project
Review Process
