Tab 1 1/26/1999 Letter from Sandy Mackie to Frank Kirkbride regarding process for Conceptual Master Plan/Final Master Plan approval. 6/24/1999 Prairie View Conceptual Master Plan submitted. Tab 2 7/20/1999 Conceptual Master Plan application determined to be complete. Final Master Plan application determined to be incomplete. The Resolution authorizes the City Administrator to enter into a Preformation Agreement with the property owners.  Tab 9 8/09/2000 Resolution No. 403 is adopted by City Council authorizing City Administrator to sign Preformation Agreement as attached. It lays out the process and conditions by which the City would entertain formation of a LID for construction of the road. Also that the City agrees that upon filing of the petition for LID formation and dedication deeds from Ramirez, Edwards and Huddleston as provided in the March 20, 2000 letter, that the prerequisites of the Conceptual Master Plan approval will be met and the Conceptual plan approved by the City.
