WEDNESDAY, MARCH 26, 2008
1. Mayor Harding called the meeting to order at 5:10 pm.
2. Present: Pat Fetterly, Mike McGowan, John Thompson, Bob Isom and Russ Hendrickson. Staff: Shelly
Badger, Stephanie Ray, Grant Beck, Jim Gibson, Tami Merriman, Tanya Robacker and Lori Mossman.
3. Agenda Approval -Agenda item 4c. was moved to 4a. Park Plan Update.
4. Presentations
a. Park Plan Update -Tami Merriman stated that in a fast growing area such as Yelm, parks and
recreation planning is essential in order to maintain a quality, sustainable community. A survey will be
sent out be available at City Hall, City of Yelm website, Nisqually Valley News, and many other
organizations. This survey will help in identifying short and long term priorities for the city as it applies
for grants and identifies other funding sources to achieve plan goals. The new draft plan will be
reviewed by the Yelm Planning Commission who will hold a public hearing. The Planning Commission
will present a recommended plan and updated comprehensive plan chapter to the City Council who will
and adopt a new plan and chapter by the end of the year.
b. 2008 Conservation Discussion -Stephanie Ray and Tanya Robacker explained that water usage for
the city was 2 to 3 times greater in the months of June, July-September. Incentive programs and rate
structures were discussed. The main purpose for this program is to reduce the water consumption for
the city and create a rate structure that would hold high end users accountable for their water
consumption. There will be an outreach to the community to educate them on water conservation
methods including a booth at the Home and Garden Show, April 12 & 13, 2008.
c. Traffic Model Update and Simulation -Grant Beck gave a power point presentation showing the traffic
count study comparing 2005 to 2008 . The study showed that even with all the growth there were 2,130
cars on Yelm Ave in 2005 and 1,972 cars in 2008. Due to the street connections that allow cars to take
alternative routes to their destinations. All intersections in Yelm currently exceed the adopted level of
service.
5. Mayor/Council Initiatives -Council discussed the 2008 Rules and Regulations for the new Longmire
Community Park. Item 5 #5d was removed.
The Mayor announced that the open house for the new Public Safety Building will be held on April 17,
2008 at 5:30 pm and the open house for the new Longmire Community Park will be held on April 19,
2008 at 12:00 pm.
