TUESDAY, MAY 27, 2008 MINUTES
1. Call to Order -Mayor Harding called the Meeting to Order at 7:35 pm
2. Roll Call -Present: Don Miller, Joe Baker, Mike McGowan, John Thompson and Russ
Hendrickson. Bob Isom arrived at 7:40 pm. Excused; Pat Fetterly.
3. Agenda Approval
8-49 MOTION BY JOHN THOMPSON APPROVING THE AGENDA AS PRESENTED.

5. Public Comment-
Lynn Brewer, representing Yelm Animal Alliance offered their group's services to help
with the operation of the animal control facility. She shared their long term goals and the
means to get there including; offering to pay for signage, suggesting more information
provided to the public, membership between the City and the Alliance for no fee
adoption and moving towards a "no kill" shelter. Mayor Harding responded that the City
of Yelm animal control is not a shelter or rescue facility but does share the goal of
getting lost dogs back to their owners. The numbers of dogs being dropped at the facility
has increased with our population and many are abandoned and from outside the city
limits. He did recommend that the Animal Alliance research the start up of a private
business shelter or rescue as a means of reaching their goal.

8. New Business ,
a. LEGISLATIVE Service Contract with Davor Gjurasic and Kathleen Collins for
$48,000 plus $2,000 total yearly expenses. Shelly Badger presented a year long
contract for lobbying services to pursue funding opportunities during the Legislative
session and elsewhere to complete the Loop project; funding for the Prairie Rail Road
Line and Water related issues. Both have lobbied successfully in previous years.
Contract will require budgetary amendment from the general fund to Fund 114.
8-51 MOTION BY JOHN THOMPSON AUTHORIZING MAYOR HARDING TO SIGN
LEGISLATIVE SERVICES CONTRACT TO ENGAGE DAVOR GJURASIC AND
KATHLEEN COLLINS TO LOBBY ISSUES OF BENEFIT TO THE CITY OF YELM
FROM JUNE 1, 2008 THROUGH MAY 31, 2009 IN THE AMOUNT OF $48,000 PLUS
EXPENSES NOT TO EXCEED $2,000AT $4,000 PER MONTH .CARRIED.
b. TRUMP PLACE Final Plat SUB-05-0456-YL. Nisha Box provided a staff report stating
that the applicant has successfully completed the conditions of the preliminary plat of
3.5 acres subdivision and has filed for the final plat.
8-52 MOTION BY BOB ISOM APPROVING THE FINAL SUBDIVISION FOR TRUMP
PLACE SUB-05-0456-YL AND AUTHORIZE MAYOR RON HARDING TO SIGN THE
FINAL SUBDIVISION.

c. TYLER TECHNOLOGIES, INC CONTRACT FOR INCODE CITY-WIDE INTEGRATED
SOFTWARE FOR $125,330. Shelly Badger reviewed the staff report provided by Tanya
Robacker for the contract and yearly maintenance fee. This software would replace ASP
software as budgeted in the 2008 Budget. INCODE was selected to provide real time
information and forecasts, eliminate duplicate entries, reduce paper production and
support financial reporting to meet management needs.
8-53 MOTION BY JOHN THOMPSON AUTHORIZING MAYOR HARDING TO SIGN THE
AGREEMENT BETWEEN TYLER TECHNOLOGIES, INC. AND THE CITY OF YELM
FOR THE PURCHASE AND IMPLEMENTATION OF INCODE INTEGRATED
SOFTWARE FOR A TOTAL CONTRACT PRICE OF $125,330 WITH AN ANNUAL
MAINTENANCE OF $25,590. FAILED
Councilmembers felt they were not given enough time to review the contract and had
too many unanswered questions to approve the contract at this time.
8-54 MOTION BY JOHN THOMPSON TO TABLE THE AGREEMENT BETWEEN TYLER
TECHNOLOGIES, INC AND THE CITY OF YELM FOR THE PURCHASE OF INCODE
SOFTWARE. CARRIED.

10. Mayor and City Council Reports
Councilmember Miller attended the Fire District meeting.
Councilmember Thompson attended the Yelm Transportation meeting reporting on
current street projects.
11. Executive Sessions -none scheduled
12. Correspondence was available including invitation to attend Flag Day Celebration
Saturday, June 14, 2008 at South Sound Flag Pavilion, 4 pm, Thurston Council on
Cultural Diversity and Human Rights Agenda of May 19, 2008.
