1. Call to Order -Mayor Harding called the Meeting to Order at 7:30 pm

7. Public Hearings -Establishing the 2009 to 2014 Yelm Six Year Transportation
Improvement Program. i
Mayor Harding opened the Public Hearing at 7:33 pm to hear public comment on
establishing the 2009-2014 Yelm Six Year Transportation Improvement Program.
Grant Beck reviewed the annual listing of projects on the STIP that was updated to
reflect the new and current projects that the city hopes to obtain funding for, and begin
construction or complete in the next six years. Grant also reported on those projects
that have been completed from the previous plan. Completion of these street
connectors has reduced the traffic on Yelm Avenue. The hearing was closed at 7:44
pm, hearing no comment from the public.

OF $1,321 PER PEAK TRIP BASED ON THE 2009 TO 2014 YELM SIX YEAR
TRANSPORTATION IMPROVEMENT PROGRAM
Grant Beck reported from the staff report that the 2008/2009 Transportation Facilities
Charge per peak trip is based on the adopted formula, using information obtained
from the Six Year Transportation Improvement Plan. New developments are paying
their share at the time of permitting.

PROGRAM.
c. Resolution No. 488 ADOPTING A WATER USE EFFICIENCY PROGRAM PER
WASHINGTON ADMINISTRATIVE CODE 246-290-800
Stephanie Ray reported on the Water Use Efficiency Program. The
Department of Health established and will enforce Municipal Water Use Efficiency
Program based on Washington State requirement for municipal water suppliers to
establish water conservation goals and measures to achieve those goals. Yelm's
Council, with the help of Brown and Caldwell as well as public input has established
those goals including; education, reducing irrigation demand, rate structure to
promote conservation, reclaimed water projects, fire suppression tracking and annual
leak detection surveys.

d. FORMATION OF A REGIONAL FIRE PROTECTION AUTHORITY PLANNING
COMMITTEE-Interlocal Agreement for Fire Protection Service Authority
Planning Committee.
Shelly Badger explained that state law allows for formation of a Regional Fire
Protection Service Authority (RFPSA) with a successful public vote to consolidate fire
and EMS protection for a larger geographic area already covered by two or more
protection jurisdictions. Council and staff have viewed a presentation by the Riverside
Fire Authority to consider the formation of an Authority to include City of Yelm, SE
Thurston Fire/EMS District 2 and 4. This interlocal agreement would create a planning
committee composed of three Commissioners from each district and three
Councilmembers from the City of Yelm to formulate a plan for submission to voters to
consider the formation of the Authority.

INTERLOCAL AGREEMENT TO FORM A REGIONAL FIRE PROTECTION
SERVICE AUTHORITY PLANNING COMMITTEE BETWEEN SE THURSTON
FIRE/EMS AND THE CITY OF YELM.

10. Council and Mayor Reports
Councilmember Baker related that he and other members of the Intercity Transit
Board are working to find suitable parking for the increased riders arriving at the bus
stops in need of daily parking in order to take the transit buses.
Councilmember Isom reported that Yelm will host Thurston Regional Planning
meeting, Friday, July 11 at the Public Safety Building.
Councilmember McGowan attended HOME South sub committee meeting and regular
meeting where they adopted the 5 year strategy plan.
Councilmember Thompson attended a special Yelm Transportation Policy Meeting.
Councilmember Hendrickson attended the local bowling alley ribbon cutting.
Mayor Harding had nothing new to report.
