MINUTES
TUESDAY, AUGUST 26, 2008
1. The Mayor called the meeting to order at 7:30 p.m.
2. Roll Call: Present; Don Miller, Joe Baker, Mike McGowan, Pat Fetterly, John
Thompson and Russ Hendrickson. Excused: Bob Isom.
3. Agenda Approval
8-86 MOTION BY PAT FETTERLY APPROVING THE AGENDA AS PRESENTED.

4. Special Presentations -none scheduled
5. Public Comment -Diane D'Acuti, 93~d Ave SE, spoke regarding the Thurston
Highland Environmental Impact Statement. She would like to know how the
responses to the EIS will be handled and why the State Environmental Policy Act
(SEPA) was not being followed. Grant Beck addressed Ms. D'Acuti's concerns
and stated that all the comments that were received during the public comment
period would be responded to.
Michelle Cuthrell residing at Canal Road SE, expressed concern about the
amount of traffic on Canal Road and also stated that there seems to be a lot of
traffic going over the posted 25 MPH speed zone. Ms. Cuthrell suggested a
speed bump be installed and/or more patrolling by Yelm Police Department. The
Mayor stated that this information would be passed on to the YPD. Grant
emailed Todd Stancil, Chief of Police from the meeting. Mike McGowan stated
that he has noticed speeders on West Road where he lives.

8. New Business
a. Tahoma Terra Phase II, Division 1, SUB-05-0762-YL, Final Plat - Tami
Merriman reported that the Yelm Hearing Examiner and the City Council had
approved the Tahoma Terra Master Planned Community on the site of the old
Dragt Dairy Farm. Two final subdivisions located on the west side of Thompson
Creek have been approved and largely built out which includes a 48 unit
apartment complex and the site plan approval for the commercial development.
The Final subdivision before the council tonight is located on the east side of

Thompson Creek and includes 200 single-family residential lots. Staff is satisfied
that the final subdivision meets all the conditions of the preliminary approval and
conditions of the Conceptual and Final Master Site Plan and asks council to
authorize Mayor Harding to sign the final subdivision.

10. Council and Mayor
Councilmember Miller attended the Regional Fire Authority meeting and the
Chamber meeting.
Councilmember Baker attended Intercity Transit Board meeting where finances
were discuss and also attended the Yelm Adult Community Center meeting.
Councilmember McGowan stated the HOME Consortium work session had
been cancelled.
Councilmember Thompson attended the Regional Fire Authority meeting
where there were introductions since it was the first meeting. They also set dates
for future meetings and discussed voting.
Mayor Harding attended a Homeowners Association meeting on 91St Ave off
Crystal Springs with Cindy Teixeira. Some concerns that were brought up by the
homeowners during the roundtable discussion had been addressed by tonight's
meeting.
