08-27-08 SS Minutes YELM CITY COUNCIL STUDY SESSION MINUTES
WEDNESDAY, AUGUST 27, 2008 5:00 P.M.
Mayor Harding called the meeting to order at 5:10 pm.
Present: Don Miller, Joe Baker, Bob Isom, Mike McGowan, Pat Fetterly, John Thompson
and Russ Hendrickson. Staff; Shelly Badger, Grant Beck, Stephanie Ray and Tami
Merriman.
Presentations;
Tami Merriman provided a draft of the Yelm Parks and Recreation Plan as developed
by the Parks Advisory Committee with the direction of Yelm's Associate Planner. The draft
includes updates to the Parks Plan and the Park's chapter of the Yelm Comprehensive
Plan. Process involved incorporating the City's vision with the Park Advisory
recommendations developed from public surveys and Public hearings held to gauge the
needs and desires of the community. Other requirements were considered as outlined by
the state for parks use and open space per population. Mayor Harding discussed some
changes to the wording to consider before bringing the plan before Council.
Stephanie Ray provided an update to the ongoing work on the Water System Plan prior
to meeting with the WA State Dept. of Health regarding the required Water Use Efficiency
Plan as well as public input on this subject. Water Efficiency Plan has progressed to
include completion of: adoption of the Goals and Measures, submission of the annual
report, hosting a public informational open house and completion of the model including;
population and water use projections based on some assumptions about growth in Yelm.
Work continues evaluating the existing infrastructure, current utility finances and
incorporating the Master Planned Communities into the rate study. Stephanie also
provided a future schedule to meet the additional State requirements under this plan.
Mayor Harding reported that he and Cindy Teixeira began to actively meet with the
Homeowners Associations.
Councilmembers McGowan and Thompson asked for updates on recent topics discussed
in other sessions; future of pet licensing, progress on Historic Society's new home, new
discussions with Timberland regarding the Library, Budget Committee progress, WalMart
road connection progress and speed control on designated streets.
Other project updates; LID final stages of paving and striping. City Hall remodel; All bids
were over the budgeted amount available. Mayor Harding reported that several staff
members are participating in the website and city logo revamp.
