MINUTES
TUESDAY, OCTOBER 14, 2008
1. The Mayor called the meeting to order at 7:30 p.m.
2. Roll Call: Present; Don Miller, Joe Baker, Bob Isom, John Thompson and Russ
Hendrickson. Excused: Pat Fetterly and Mike McGowan

8. New Business. Water Comprehensive Plan, Scope of Work,
Amendment No. 1, Agreement for Consulting Services between City of
Yelm and Brown and Caldwell.
Shelly Badger reviewed the staff report prepared by Stephanie Ray requesting
funds from Fund 404, Capital Reserve. This Amendment No. 1 to the 2008
Water Comprehensive Plan Scope of Work is needed to supplement the contract
to meet all WSDOH requirements and the additional work needed based on the
initial analysis results of the Water System Plan. This new work will provide the
tools needed for making future water system planning decisions including:
consideration of the Master Planned Communities development; population
projections, water demand, hydraulic modeling, capital improvement, and water
rates.
MOTION BY BOB ISOM AUTHORIZING MAYOR HARDING TO SIGN
AMENDMENT NUMBER 1 OF THE CONTRACT WITH BROWN AND
CALDWELL IN THE AMOUNT OF $92,312 FOR ON-GOING WORK TO THE
UPDATE OF THE CITY'S WATER SYSTEM PLAN. CARRIED.

10. Council and Mayor
Councilmember Baker reported that Intercity Transit is recruiting membership
from citizens of the communities of Yelm, Olympia, Lacey and Tumwater into the
Intercity Transit Authority.
Councilmember Hendrickson reported from Solid Waste Management, providing
locations for recycling rechargeable batteries, including Lyon Electronics and
WalMart in Yelm and electronic recycling at Berry Electronics in Yelm. Other
sources can be viewed at www.co.thurston.wa.us
Thurston County is removing the blue recyle bins from the Rhoton Road site
starting in January 2009 because of budget cuts and the availability of residential
curbside recycling in Thurston County. Other sites will remain open in Olympia,
Lacey, Rochester and Rainier.
Mayor Harding hosted a tour of Cochrane Park lead by Jon Yanasak for a
Thurston County Group and updated Council on the Yelm Historic Museum
project. He thanked all who volunteered and announced that there will be
another cleanup day in the future.

12 Correspondence included Thurston County Water and Waste Management
recycling, rechargeable batteries, electronics and blue box recycling removal.
