12-03-08 SS Minutes YELM CITY COUNCIL STUDY SESSION MINUTES WEDNESDAY, DECEMBER 3, 2008 5:00 P.M. Mayor Harding called the meeting to order at 5.00 pm Present: Don Miller, Mike McGowan, Bob Isom, Joe Baker, John Thompson and Russ Hendrickson. Staff; Shelly Badger, Grant Beck, Stephanie Ray, Tanya Robacker and Gary Carlson. Guest; Brown and Caldwell Presentations: Nisha Box presented the 5 Year Urban Forestry Strategic Plan Update. The Tree Board and City staff identified five important elements that are considered important focus areas that affect the development and continuation of an urban forestry program. These included: proper tree planting and maintenance, public relations/promotion of trees, education, advisory and program funding and support efforts. Another goal is to educate the Homeowners Association about the type of trees that can be planted and how to properly plant them. This plan will be brought back to Council in January with a resolution for adoption. Gary Carlson provided information on the Yelm Municipal Code 15.24 Sign Code Update. The Sign Code needed updating to change wording, and including Chamber signage requirements and directional signs for Master Planned Communities or subdivisions. A Public Hearing will be held and an Ordinance will be brought to the December 9, 2008 Council meeting for adoption. Tanya Robacker presented the Washington State Department of Revenue and the City Yelm Interlocal Agreement to process Business Licenses. The State would process all new business licenses except for home occupation licenses. The City will still approve or disapprove all licenses issued in the City. This process would not cost the City any money and would make it convenient for business owners to acquire more than one city license via the Internet or phone. Tanya will come back to the study session on January 28, 2009 with answers to questions and concerns. Stephanie Ray provided a Water System Plan Update for Initial Capital Improvement Plan for 2009-2013. The information included water system capacity, expansion of infrastructure as Yelm grows, addition of; SW Yelm well, water reservoir, water treatment building, and replacement of some existing lines and new water lines. Proposed timeline and cost estimates were discussed as well as what it will mean to future rates with and without the Master Plan Community in Thurston Highlands. Angie Sanchez, Financial Consulting Solutions discussed the future rates. This will be brought back to Council at the January 28, 2009 study session for additional updates. Councilmember McGowan reported that the Thurston County Home Consortium allocated $500,000 for new low-income housing on Vancil Road behind Safeway in Yelm.
