1. The Mayor called the meeting to order at 7:30 p.m.

7. a. Public Hearing - 2009-2010 City of Yelm Budget Continued from November
25, 2008
Mayor Harding opened the Public Hearing at 7:32 pm to allow the public to
comment on the proposed 2009-2010 City of Yelm Budget.
Shelly Badger gave a quick summary of the 2009-2010 balanced and conservative
budget There were no changes from the November 25, 2008 meeting.
The Public Hearing was closed at 7:34 pm.
7.a.1. Ordinance No. 898 2009-2010 City of Yelm Budget
MOTION BY BOB ISOM ADOPTING ORDINANCE NO 898 APPROVING THE
2009-2010 CITY OF YELM BUDGET. CARRIED
8-110 Public Hearing -Amending Chapter 15.24 Yelm Municipal Code Regulating
Signs
Mayor Harding opened the Public Hearing at 7:35 pm to allow the public to
7 .b. comment on Chapter 15.24 of the Yelm Municipal Code amending the sign code
regulations.
Gary Carlson gave a brief overview of the proposed changes. The proposed
changes include allowing directional locator signs to master planned communities
and subdivisions, off-site sandwich board and clarifying the use and placement of
community signs installed by the Chamber of Commerce.
The Public Hearing was closed at 7:37 pm.

8-111 Public Hearing -Regulating the Kinds and Classes of Traffic on Certain
Streets
Mayor Harding opened the Public Hearing at 7:38 pm to allow the public to
c. comment.
Grant Beck explained that Steve Craig, the property owner of the old Wolf Building
at 102 Yelm Avenue East, had approached the Public Works Department, the
Police Department and Community Development Department in search of a
solution to the continuous problem of damage done to the awning on his building
by big trucks turning at the intersection. After meeting with the property owner and
representatives of the Washington State Department of Transportation, it was
determined that a solution to the ongoing issue would be the creation of a truck
route from Yelm Avenue East (SR 507) along 3rd Street to Stevens Street.
The Public Hearing was closed at 8:00 pm.
Ordinance No. 901 Regulating the Kinds and Classes of Traffic on Certain Streets
8-112 MOTION BY BOB ISOM TO TABLE THIS ITEM UNTIL THE COUNCIL HAS
HAD THE OPPORTUNITY TO DISCUSS THIS ISSUE FURTHER AT THE
JANUARY 28, 2008 STUDY SESSION. CARRIED.
8. New Business.
a. Ordinance No. 899 Amending Ordinance No. 648 Correcting the Legal
Description of the Area Annexed into the City of Yelm.
Grant Beck explained that the Community Development Department had been
contacted by the Washington State Office of Financial Management regarding an
annexation from 1999 and the legal description of property annexed. A licensed
surveyor prepared a new legal description to clarify the annexed area.
8-113 MOTION BY BOB ISOM TO APPROVE ORDINANCE NO. 899 AMENDING
ORDINANCE NO. 648 BY CORRECTING THE LEGAL DESCRIPTION OF THE
AREA ANNEXED INTO THE CITY OF YELM. CARRIED.
b. 2009 Service Provider Agreement Contract -City of Yelm and the Chamber
of Commerce.
Shelly Badger presented the contract and stated there were no changes to the
annual contract. This contract provides support to the Chamber for economic
development tools such as maps, membership directory and business related
events.
8-114 MOTION BY MIKE MCGOWAN AUTHORIZING MAYOR HARDING TO SIGN
THE 2009 SERVICE PROVIDER AGREEMENT CONTRACT BETWEEN THE
CITY OF YELM AND THE CHAMBER OF COMMERCE IN THE AMOUNT OF
$7,500. CARRIED

10. Council and Mayor
Councilmember Miller attended the Chamber meeting and stated the Police Chief
has done an excellent job on providing information on how to protect you from bad
people.

Councilmember Baker complimented Councilmember McGowan on the recent
article in the Nisqually Valley News regarding the Home Consortium projects.
Councilmember Isom attended the Thurston Regional Planning Council meeting.
Discussion was on the legislative issues and how to approach and what to ask for.
Also, how to keep and fund the current projects, maintain the current level of
service and remove the barriers for obtaining water rights and reclaimed water
use. TRPC met with Office of Financial Management, Department of
Transportation and the Governors regarding possible federal dollars available for
shovel ready transportation and infrastructure projects in an effort to boost the
economy.
Councilmember McGowan commented on the South County Partnership. He also
provided a recap of the Thurston County HOME Consortium meeting including
news of specific funding for affordable housing options in Yelm. $500,000 was
allocated to the Community Action Council of Lewis, Mason and Thurston
Counties for the new construction of multi family housing in Yelm that will serve
families at or below 50% of the areas median income. $148,500 was approved for
the Housing Authority of Thurston County for county wide housing rehabilitation
program serving households at or below 80% of the median income with a
preference to those at or below 50% of the median income. There will be at least
one household in each of the counties.
Councilmember Hendrickson attended the Thurston County Solid Waste Advisory
Committee where the Solid Waste Enforcement Committee reported on neighbors
complaining about neighbors. Starting January 1, 2009 you can donate your old
computers to the Good Will. Intercity Transit of Thurston County is working on a
Park and Ride at the landfill site.
Mayor Harding reported that staff is working to make sure that all Yelm projects
are ready to go in case there is stimulus package funding available. Christmas in
the Park was a successful day. Awarded Proclamations at Christmas in the park.

Changes, Nov 18, 2008. Proclamation -Miss Washington Janet Harding Day,
January 24, 2009, Proclamation -Miss Thurston County Sharise Williams Day,
December 6, 2008 both presented at Christmas in the Park. Thurston County
Board of County Commissioners, Bob Macleod Leaving Office Reception;
December 22, 2008 10am-noon.
