TUESDAY, JULY 14, 2009 MINUTES
1. Call to Order -Mayor Harding called the Meeting to Order at 7:00 p.m.
2. Roll Call -Present: Don Miller, Joe Baker, Bob Isom and John Thompson.
Mike McGowan arrived at 7:02 p.m.
Pat Fetterly and Russ Hendrickson were excused.
3. Agenda Approval
9-057 MOTION BY BOB ISOM APPROVING THE AGENDA AS PRESENTED.
CARRIED.

5. Public Comment -seeing none, Mayor moved to the next item on the agenda.

9-058 MOTION BY DON MILLER APPROVING CONSENT AGENDA ITEMS AS
PRESENTED. CARRIED.

10. Mayor and City Council Reports
Councilmember Isom reported from the TC Regional Planning Council on the
Neighborhood Stabilization Program, Phase 2. Announced TRPC Retreat
agenda for September 11, 2009 includes water issues. Would like to meet with
staff prior to attending for update of issues to take to meeting.
Attended Community Assessment Presentation from United Way. Thurston
County information available on their website.
Councilmember McGowan attended Prairie Days including Parade. Attended
HOME Consortium meeting where he obtained current comprehensive overview
of the history of the Consortium with the census data for the new members of
the Citizens Advisory Committee.
11. Executive Sessions -Mayor Harding announced that the Council would be
going into Executive Session for approximately 60 minutes to discuss potential
litigation and possible real estate acquisition.

The Executive Session was opened at 7:20 p.m. to discuss potential litigation
and possible real estate acquisition. The Executive Session was closed at 8:20
p.m. at which time the meeting resumed.
9-059 MOTION BY BOB AUTHORIZING MAYOR HARDING TO SIGN A
PURCHASE AND SALE AGREEMENT FOR WATER RIGHTS IN
CONDUCTION WITH CITY OF LACEY AND CITY OF OLYMPIA. CARRIED.
12. Correspondence included the pre-agenda from the July 10, 2009 Thurston
Regional Planning Council, Dept of Community Trade and Economic
Development Housing and Community Development Public Hearing Notice and
Thurston County announcement of the TC Fair opening ceremony and County-
City meeting.
