STUDY SESSION MINUTES
WEDNESDAY, MAY 27, 2009 5:00 P.M.
Mayor Pro-tem, Bob Isom called the meeting to order at 5.00 pm.
Present: Don Miller, Joe Baker, Mike McGowan, Pat Fetterly, John Thompson and Russ
Hendrickson. Staff; Shelly Badger, Stephanie Ray and Tim Peterson
Agenda Approval
MOTION BY DON MILLER APPROVING THE AGENDA AS PRESENTED. CARRIED.
Presentations: Golf Course Well Development Update. Stephanie Ray introduced Phil
Brown from Golder & Associates and Randy Raymond from Parametrix as Engineering
Consultants. They provided alternative options for a new pumping source to meet the current
and future water supply demands. Several options were presented and discussed.
Councilmembers were asked to select a preferred option to proceed with the next steps
identified.
Option 1A: Golf Course Well originally drilled by developer is not fully tested and would require
approx $198,000 for construction of necessary piping to properly test the well capacity.
Option 1 B known as Longmire Well No.1 drilled by developer is not fully tested. Next steps
recommend internal video survey and construction costing, $50,000 to $100,000 depending on
video results.
Option 1C, known as Longmire Well No. 2, would be drilled as new well located in same
proximity as Longmire Well No. 1 at approx next step cost of $140,000 for development and
testing.
Each of the Options 1 A-C total project cost is between $1,531 and $1,658 million.
Option 2: Rehabilitate existing downtown wells and construct distribution system
improvements. This option has the fewest unknowns but greater potential for disruption of the
existing water system and city streets. Estimated costs begin at $1,073 million.
Option 3: Drill new SW Yelm deep-aquifer Well and Construct Transmission Main at the
project cost of $3,515 million with next step cost of $315,000.
After discussing options presented and considering whether to investigate other options,
Council determined they were ready to move forward with the next steps and address the
original contract at a later date.
CONCENSUS TO MOVE FORWARD WITH NEXT STEPS ON OPTION 1B FROM WATER
RIGHTS ACQUISTION FUND.
Mayor/Council Initiatives. Councilmembers were directed by the Mayor to review their copy
of the Yelm Vision Plan in the Comprehensive Plan for relevancy from the assumptions in 1995
to today. John Thompson recapped the development of the committee that initiated the original
plan as a guideline for the Comprehensive Plan.
Shelly Badger updated Council on the water rates increases, the upcoming software
conversion June 15, the Finance Director position and court cases and appeals currently
before the City for land use and water issues.
Councilmembers were poled for response to the full page ad in the local papers from JZ Knight
and the City's response the following week.
