Threshold Determination: The City of Yelm as lead agency for this action has
determined that this proposal does not have a probable significant adverse impact on
the environment. Therefore, an environmental impact statement (EIS) will not be
required under RCW 43.21C.030(2)(c). This decision was made after review of a
completed environmental checklist and other information on file with the lead agency.

Findings of Fact
This Mitigated Determination of Non Significance is based on the project as
proposed and the impacts and potential mitigation measures reflected in the
following enviranmental documents:
/ Draft Expanded Environmental Checklist (dated December 2003)
/ Expanded Environmental Checklist (dated April, 2004)
/ Preliminary Storm Drainage and Erosion Control Report (dated December
2003)
/ Yelm Community Schools District Number 2 Capital Facilities Plan (dated
May 2003)
2. The traffic impact analysis (TIA) and environmental documents indicates that:
/ The High School Addition/Remodel has a design capacity of 1,325
students, which will be achieved by 2008/2009. The new Junior High
School has a design capacity of 750 students. The present High School
has a design capacity of 932 students.
/ The develaper would extend the two-way left turn lane on SR 510 east of
the easternmost High School driveway 250 feet.
/ The developer would complete frontage improvements along SR 510 to
the Urban Arterial standard.
/ The developer would extend the two way left turn lane on SR 510 west of
the northwest High School driveway 100 feet.
/ The developer would construct a bus-only access on 93~d Street and
require all buses to utilize 93~d Street as the only entry to the High School
site.
/ A 100 foot left turn lane on SR 507 at Carter Street would be warranted.
/ Frontage improvements consistent with Yelm Development Guidelines,
which identify Mill Road as a neighborhood collector would be appropriate.
The establishment of a bus-only entrance on 93~d will impact the level of service
at the intersection of SR 507 and 93`d Street as any additional left turns will
increase the delay to traffic traveling east on SR 507. Presently, traffic entering
the High School accounts for 42% of the eastbound traffic on SR 507 at the
entrance to the High School.
4. The City of Yelm has adopted a concurrency management system as required by
the Growth Management Act. Chapter 15.40 YMC (Concurrency Management)
is designed to ensure that the improvements required to support development
are available at the time of development. A concurrency determination may be
issued for a proposal as it relates to transportation issues when: the development
provides on-site frontage improvements; the project makes off-site improvements
as necessary to provide for the safe movement of traffic; and the project makes a
contribution to projects identified the six year transportation improvement
program in the form of a Transportation Facilities Charge.
The Growth Management Act at Section 36.70.070 (6)(b) states that a finding of
concurrency can be issued when required improvements are in place at the time
of development or that a financial commitment is in place to complete the
improvements or strategies within six years.
5. Improvements to West Yelm Avenue (SR 510), including a two way center turn
lane, is listed as a project on the 2003 - 2008 Transportation Improvement
Program. There is no financial commitment currently in place to complete the
improvement.
6. The City of Yelm is identified as a Critical Aquifer Recharge Area, a designated
environmentally sensitive area. Potential Impacts to groundwater quality and
quantity will be mitigated through the implementation of the 1992 DOE
stormwater manual as adopted by the City of Yelm.
Mitigation Measures
1. The developer shall mitigate transportation impacts based on the P.M. peak hour
trips generated by the project, which is 0.02 trips per student for elementary and
junior high schools and 0.04 trips per student for high schools. A TFC of $750.00
per P.M. peak trip will be assessed for additional student capacity at the time of
building permit issuance.
2. Prior to final occupancy of the new High School, the following transportation
improvements shall be completed:
/ The developer shall construct a center turn lane from the intersection of
SR 510 and 93`d Street to a point 250 feet east of the easternmost access
to the High School. Traffic Facilities Charges shall be credited towards
this improvement.
/ The developer shall improve SR 510 to the Urban Arterial standard along
the School Districts property abutting SR 510.
/ The developer shall restripe SR 507 west of the intersection of SR 510
and SR 507 (Yelm Avenue and First Street) to Edwards Street with a
dedicated left turn to at least Railroad Avenue. Traffic Facilities Charges
shall be credited towards this improvement.
3. Prior to final occupancy of the new Junior High School, the following
transportation improvements shall be completed:
/ A dedicated left turn lane of at least 200 feet of storage southbound on SR
507 to the intersection of SR 507 and Carter Street is warranted by the
new Junior High School. The developer of the Hawks Landing subdivision
is required and has committed to construct 100 feet of dedicated left turn
lane into Carter Street, leaving 100 additional feet required for the Junior
High School. 1f tY~e ~eveloper of the Hawks Lan~ing subdivision does not
complete his required improvement prior to occupancy of the new Junior
High, the Yelm School District will be required to construct the entire
required improvement. In that event, the City of Yelm shall require the
developer of Hawks Landing to contribute his share of the cost of his
required improvement to the District or the City will contribute any
procee~s from the Fiawks Landing developers bond to the District. Traffic
Facilities Charges shall be credited towards this improvement
/ The developer shall enter into a deferral agreement for required half street
frontage improvements along the School Districts property boundary to a
neighborhood collector standard.

Page 20 - Alternate technologies are not an approved method of stormwater treatment
in Yelm at fihis time. The City will consider the use alternate technologies through civil
plan review, but it is not guaranteed that they will be approved. This comment applies
to several other sections of the checklist.
The City has adopted the 1992 Stormwater Design Manual, not the Thurston County
Stormwater Design Standards. This corrjment applies to several other sections of the
checklist.
Page 31 - The design occupancy for the High School shou(d be noted ~n t~e check~~st
and traffic impact analysis to clearly show that the impacts seen now are partially
caused by the fact the facility is over design capacity.
Page 34 - The parking lot of the new Junior High School is designed so that headlights
are directed at the rear yards of the existing housing development. This impact should
be noted in the expanded checklist and potential mitigation measures identified.
Page 40 ~ The construction of the new Junior High School will trigger frontage
improvements on Mill Road.
Page 41 ~ The expansion of Fort Stevens Elementary will trigger connection to City
water and sewer.
TIA - The proposed signal at the intersection of SR 510 and the High School parking lot
is in a location that is not approved as part of WSDOT's Route Development Plan for
this section of the Highway. A signal is proposed at Killion Road, which would ultimately
provide insufficient distance between signals. Alternative mitigation in the form of
extending the turn lanes at the intersection of SR 507 and SR 510, turn lanes at key
intersections between the High School and the intersection of Yelm Avenue and 1 St
Street, and signal upgrades at that intersection should be explored in an updated TIA.
TIA - The City has a strong connected streets policy which would indicate that 107th and
Carter Street shoul~ be connected as a public street. This should be discussed in the
expanded checklist along with traffic impacts related to the preferred alternative which
does not provide any vehicular access between Mill Pond Intermediate School and the
New Junior High School.
` TIA - WSDOT noted that the School District is required to have an approved pedestrian
access plan if the facility is within one mile of a State Highway. WSDOT also noted that
a bus route should be included in the TIA to evaluate transportation patterns.
