I am aware of what is being asked of Groff Electric regarding the connections to sewer system. We have
provided heat shrink at the required locations. What is being asked of us is to provide a splice using a butt
connector and terminate three conductors in this butt splice which is only U.L approved to splice two
conductors. A clear violation of NEC. What we suggest the we use a small wirenut or a C connector?which is
approved for the purpose and provide a heat shrink over this for moisture protection. At this point Randy
Hatch will not site NEC the very code that I am bound to. The only statement that we get is the whole City is
wired this way. Well if I had the system inspected by L&I we surely would not have received a approval.lf
Randy can produce a catalog number of the splice that is U.L approved for the purpose allowing the splice of
three conductors?that the whole City is wired with, I would welcome the help.?

It has been brought to our attention that the electrical connections required by the City of Yelm Sewer
Department at the Yelm High School are in violation of the National Electric Code. See attached.
Neither our Electrical Engineer nor our Electrical Contractor are willing to install or accept installations that
violate NEC. If there is direction from the Department of Labor and Industries allowing this deviation from
code would you please forward that to me.
Your assistance in this matter is appreciated

the south and ~vest perimeter of the Hi~~h 5chool.
Perimeter landscaping ts a condtition of your site ptan revie~~- approvaL This ~vas sho~vn on the
landscape plan that y~ou submitted, and that ~vas revie~ved and approved over t~~~o years a~o.
Based on the topo~raphy adjacent to the drive lane entering the site at 93"~ Avenue, a fence of
solid -naterial ma}' be constructed in lieu of plantin~ trees along the drive lane to the point ~~here
the drive lane turns east~~ard into the site. The rest of the perimeter is required to be planted «-ith
trees and around cover, to meet the City of Yelm Type II landscape requirements.

Please note that this list of 8 items is the same Punch list that was submitted in December
of 2006. None, have been completed.
1. The breakers that operate our system within the building are not labeled to allow
service personnel to disconnect power.
2. 1 manhole remains to be vacuum tested.
3. Ground water wells (pyzometers) have not been installed.
4. Both 110 volt wiring and low voltage wiring (control wires) were installed in the
same conduit. These must be separated in individual conduits.
5. These pumps have now ran continuously for months and will need to be replaced
with new pumps prior to our acceptance.
6. The floats are not operating correctly and must operate according to
specifications.
7. There is a problem with the alternating relay within the pump control panel or it is
not wired correctly
8. Next to the tank riser, both 110 volt and control wires are protruding out of the
conduits and exposed. This is not except able.
Item #4 above appears to have been corrected. However, there is no sign
(asphalt/concrete patches) that another conduit was in fact installed. The contractor
will have to prove to the sewer Department that another conduit was in fact installed.
My suggestion is that the General Contractor along with the electrician contact the
Yelm Sewer Departinent to have a mtg. to go over these items. (This has already
occurred once, but apparently another mtg is needed).

Ridgeline Junior High School:
Water Systems:
1. The water valve cover at the Carter St. entrance has been replaced with the correct cover;
2. The valve box at 5+82.89 is to be cleaned this week;
3. The valve box at 7+17.05 has been cleanetl;
4. The hydrant at 3.00 to be raised; The hydrant nearest the domestic water meter has been raised;
5. The bollards at 13+12.~5 have been installed;
6. The bollards have been installed around the air release;
7. A retaining wall and pad is complete at Milipond. Fencing will be installed within the next two weeks;
8. The Reducetl Pressure Backflow Assembly has been installed at Mill Pond Elementary;
9. The electrical connection to the backflow assembly hot box will be installed in conjunction with the
electrical connection to the adjacent portable classroom.
Sewer System:
The STEP sewer system electrical breaker has been labeled; (Waiting confirmation fram contractor)
The gravity manhole has been vacuum tested; (waiting confirmation from contractor)
Ground Water wells (pyzometers) have not been installed. We are unable to find any ca~espondence
requiring these devices. We did t~owever Socate a letter, from the City of Yelm, dated December 16,
2005 rejecting the use of the pyzometers;
The electrical installation has been inspected and approvetl by the State Electrical inspector. The use of
common raceway for low voltage and line voltage is prohibited by NEC. I believe that the system was
installed with separate raceway and the issue of combinetl use of the raceway was at the electrical and
controi panels only;

of Yelm, or his successor in interest or designee, a Special Power of Attorney to
exercise any and all rights of the OWNER, including any purchasers, mortgage holders,
lien holders or other person who may claim an interest in the property described
hereinabove, to accomplish the following: At such time as a Local Improvement District,
Utility Local Improvement District, or Latecomer Ordinance and Agreement is proposed
that would cause said improvements to be made available to the OWNER's property
described hereinabove, to execute a Petition on behalf of the OWNER for the creation

described herein, after giving 20 days notice thereof and an opportunity for hearing
therean, or may pursue other equitable or legal remedies.
6. The OWNER hereby declares that Alan Burke - Superintendent, has full
power to commit said property to this Agreement, Waiver of Protest and Special Power
of Attorney.
7. This Instrument constitutes a covenant running with the land and shall be
finding on all heirs, assigns, transferees, and successors in interest.
8. For purposes of RCW 35.43.182, and any LID or ULID thereunder, the
effective term of this Instrument shall be a period of ten years from the date hereof. ~or
purpqses of RCW 35.72 and RCW 35.91, and any Latecomer Ordinance and
Agre~ment thereunder, fhe effective term of this ~r~strument shall bs a period of fifteen
years from the date such an Ordinance and Agreement becomes effective.

(4) Subinit an annual report to the JURISDICTION regarding implementation of the

before May 1 ~ of ~ach calendat~ year and shall contain, at a nlinimum, the
following:
(a) I~Tame, acl~iress and tc;lephone number of dic businesses, the persons, or tlle
firms responsible lor pl~n im}~lemen~ation, and the peison coinpl~ting the
reporT.
(b) Time pe~•iod covered vy the report.
(e) A chronological summary of activities conducted to implement the progxams
referenced in (1) and (2) above. A photocopy of the a~plicable sections of the
logboolc, ~~rith any ~iddit~ional explanation needed, shall normally suffice. For any
~ctivities conducted by paid parties not affili~ted ~vith OWNER, include a copy of
the in~roice for services.

THE JURISDICTION SHALL:
(1) Provide t~echnical assistance to OWNER in support of its operation and
maintenance activities conducted pursuant to its inaintenance and source control
programs. Said assistance sllall be pcovided upon request, and as Jurisdiction
time and resources permit, at no charge ro O~~INCR.

REMEDIES:

JURISDICTION shall give the owner of the pi•operty within which the drainage
facility is located, and the pecson or ~gent in control oP said ~roperty, n4tice of the
specilic maintcilance ~ndJor repaic recluired. 'l~h~~ .(URISDICTION shall set a
reasonable tinle in which such ~rorlc is to ~e eonlpleted by the persons who were
given ilotice. If the above required maintenance and/or rel~air is not completed
within the time set by thc .IURISDICTION, ~vritten notice will be sent to the

imminent threat to public health or welfare, the .IURISDICTION may take
iilimeciiatc ineasures to remedy said threat. No notice to the persons listed in
Remedies (1), above, shall be reqtlired under such circumstances.
(3) The owner grants unrestricted authority to the JURISDICTION for access to any
and aII stormwater system feafures ior tile purpose ot~performing maii~tenance or
repair as may become necessary under Remedies 1 and/or 2.
(4) The perso~IS listed i~l (1), abo~•e, shall ~issume all i•esponsibility for the cost of any
maintenance and Ioz• rep~irs to the storm~~~atec facility. Such responsibility shall
incl~ide reiinbursement to the .iURISDIC"I,ION ~~~~itl~in 30 da}%s of the receipt of the
ini~oice for any such ~~~~orl: perforrncd. Overdue payyi~~ents will rec~uire payment of

IUTAINTENANCE
The Vortechs System should be inspected at regular intervals and maintained when necessary
to ensure optimum performance. The rate at which the System collects pollutants will depend
more heavily on site activities than the size of the unit, e.g., unstable soils or heavy winter
sanding will cause the grit chamber to fill more quickly but regular sweeping will slow
accumulation. ~
Inspection
Inspection is~ the key to effective maintenance and is easily performed. Vortechnics
recommends ongoing qua~terly inspections of the accumulated sediment. Pollutant deposition
and transport may vary from year to year and quarterly inspections will help insure that Systems
are cleaned out at the appropriate time. Inspections should be performed more often in the
winter months in climates where sanding operations may lead to rapid accumulations, or in
equipment washdown areas. It is very useful to keep a record of each inspection. A sirnple form
for doing so is provided.
The Vortechs System should be cleaned when inspection reveals that the sediment depth has
accumulated to within six inches of the dry-weather water surFace elevation. This determination
can be made by taking 2 measurements with a stadia rod or similar measuring device; one
measurement from the manhole opening to the top of the sediment pile and the other from the
manhole opening to the water surface. The System should be cleaned out if the difference
between the two measurements is six inches or less. Note: to avoid underestimating the
volume of sediment in the chamber, the measuring device must be lowered to the top of the
sediment pile carefully. Finer, silty particles at the top of the pile typically offer less resistance to
the end of the rod than larger particles toward the bottom of the pile.
Cfeaninq
Maintaining the Vortechs System is easiest when there is no flow entering the System. For this
reason, it is a good idea to schedule the cleanout during dry weather. Cleanout of the Vortechs
System with a vacuum truck is generally the most effective and convenient method of
excavating pollutants from the System. If such a truck is not available, a"clamshell" grab may
be used, but it is difficult to remove all accumulated pollutants with such devices.
In Vortechs installations where the risk of large petroleum spills is small, liquid contaminants
may not accumulate as quickly as sediment. However, an oil or gasoline spill should be
cleaned out immediately. Motor oil and other hydrocarbons that accumulate on a more routine
basis should be removed when an appreciable layer has been captured. 7o rem~ve these
pollutants, it may be preferable to use adsorbent pads since they are usually cheaper to dispose
of than the oil water emulsion that may be created by vacuuming the oily layer, Trash can be
netted out if you wish to separate it from the other pollutants.
Accumulated sediment is typically evacuated through the manhole over the grit chamber.
Simply remove the cover and insert the vacuum hose into the grit chamber. As water is
evacuated, the water level outside of the grit chamber will drop to the same level as the crest of
the lower aperture of the grit chamber. It will not drop below this level due to the fact that the
bottom and sides of the grit chamber are sealed to the tank floor and walls. This "Water Lock"

feature prevents water from migrating int~ the grit chamber, exposing the bottom of the baffie
wall. Floating pollutants will decant into the grit chamber as the water level there is drawn
down. This allows most floating material to be withdrawn from the same access point above the
grit chamber.
If maintenance is not performed as recommended, sediment may accumulate outside the grit
chamber. If this is the case, it may be necessary to pump out all chambers. It is a good idea to
check for accumulation in all chambers during each maintenance event to prevent sediment
build up there.
Manhole covers should be securely seated following cleaning activities, to ensure that surface
runoff does not leak into the unif from above.

Pollution source controls are needed because of the contamination iound in runoff from
commercial areas and the effect of this contamination on aquatic life and human health.
Research on urban runoff in the Puget Sowld area and clsewhere has found oil and
~~rease, nutrients, organic substailces, toxic metals, bacte-•ia, viruses, and sediinents at
unacceptable levels. Cffects of contaminated runoff include closure of shellfish
harvesting areas and swimming areas, mort~ility of young fish and other aquatic
organistns, tumors on l~ish and impairment of lish reproduction.

Per the agreement outlined in the SEPA for Ridgeline Middle School, Yelm Community Schools has
contracted t~vtth l~arametrtx Eng~neers to desib the referenced road improvements. This design will
include both the requirements of Hawks Landing and Ridgeline Middle School.
The SEPA requires the completion of these improvements prior to the occupancy of the Ridgeline Middle
School. Due to delays beyond the control of the school district and the timelines associated with WSDOT
permitting, it will not be possible to complete these road improvements prior to the start of this school
year. It is anticipated that final WSDOT approval of the design will likely be November of 2006. It is
further anticipated that construction of this project would begin in the late spring of 2007.
With the design underway and partial submittals having been made to WSDOT, Yelm Community
Schools is requesting that the occupancy requirement for Ridgeline Middle School as it pertains to the
road improvements be waived.
In addition, please provide the procedures necessary to transfer the Hawk's Landing Performance Bond
and interest earned to Yelm Community Schools.

Your request to use reclaimed water during daylight hours in order to keep the ground

Dear Stan,
As you know the contractor is working towards completion of Bid Alternate #4, which includes the new football field and
softball field at Ridgeline Middle School. I am concerned that the contractor will be unable to adequately germinate and
grow in the grass on thsse two fields using the reclaimed source for irrigation. Newly germinaimg grass required irrigation
during daylight hours in order to ensure that the seed bed does not dry out and kill the young grass plants. Typically, the
irrigation runs 4-6 times per day for very short durations, just enough time to wet down the top '/," of soil.
There are riva aiterttatives for irrigation thar wil! a~loiv rhe con2ractor to complete their work and provide the owner with a
satisfactory product:
1. ~ Obtain permission from the City to provide a temporary tie-in to domestic water off a nearby hydrant for operation
of the irrigatian during the day, through the end of the fall growing season. This would involve keeping the new
part of the inigation system completely separated from the existing, so as to ensure no cross coru~ection or
contaminatio~~, Once use of the temporary hydrant connection is terminated and disconnected, the new irrigation
could be plumbed back into the existing system and operated on reclaimed water from that point on.
2. Use the rectaimed water for germinat~an of the new gc•ass. ~ This ~vou~a requtre obiaining permiss3on from the City
to operate the system during daylight hours in order to keep the ground moist as mentioned above. This option is
further complicated by the spikes ~ve have seen in the pressure of the reclaimed system during the day. This would
likely result in compromised performance of the system, and spotty germination as a result.
Please let me know what we can do to get this issue resolved. I would bc happy to meet with you and the City to discuss in
more detail. The contractor is intending to seed the fields by September 15, 2007, and irrigation water ~vill be needed
through the end of October.

The City of Yelm has reviewed the Ridgeline Jr. High School Stormwater System
Hindcast & Revised Design Analysis prepared by Edward Wiltsie, P.E. and dated May
25, 2006, along with a`clarification' letter prepared by Robert Tauscher, P.E. and dated
May 31, 2006, and accepts the report as meeting the City's requirement that Yelm
Community Schools and Jerome W. Morrissette & Associates show that the
construction of the stormwater system in a high groundwater area will not significantly
increase the base flood elevation and impact the `downstream' properties in Hawks
Landing.
The scope of the report submitted by Mr. Wiltsie goes well beyond the very specific
question asked by the City of Yelm and includes construction of the athletic track,
softball field, and stormwater pond. The report also does not specifically examine the
pre-existing site conditions at the time the Ridgeline School was permitted. While
including this superfluous analysis in the report makes it much more difficult to answer
the very specific question asked by the City of Yelm, I find it is possible to conclude that
there is no significant impact on the Hawk's Landing subdivision attributable to the
stormwater system, with the following findings.
/ The recommendations of the report relating to construction of a swale alone the
raised grade track will be required. While it appears that this requirement is
related to the construction of the athletic fields rather than the stormwater
system, the report does not contain sufficient analysis to support this conclusion
and the construction of the swale is required unless a supplemental report is
prepared which is limited to the original scope requested by the City of Yelm.
/ The analysis does not support the recommendations relating to the drainage
basin outside the project site based on the scope requested by the City of Yelm.
However, to be clear on this point, the clarification letter submitted by Robert
Tauscher on May 31, 2006, which states that the only recommendation of

JWMAA are recommendation relating to the construction of a swale near the
track needs to be stamped and signed by either Mr. Tauscher or Mr. Wiltsie. If
this is not possible, a new report limited to the scope originally identified by the
City of Yelm will be required.
/ The City of Yelm contacted Jerome W. Morrissette and Associates prior to the
approval of the civil engineering plans regarding the potential for high
groundwater at the site.
/ The Hawks landing subdivision was fully constructed prior to the submission of
any land use permits, civil engineering plans, or building permits to the City of
Yelm by Yelm Community Schools, and was an existing condition when
Ridgeline Junior High School was being p~rmitted.

5. If the OWNER fails to perform in good faith in accordance with this
Instrument, it is agreed that the CITY may discontinue utility service to the property
described herein, after giving 20 days notice thereof and an opportunity for hearing
thereon, or may pursue other equitable or legal remedies.
6. The OWNER hereby declares that Yelm Communitv Schools
is/are the sole owner(s) of the property described herein and has/have ful~ power to
commit said property to this Agresment, Waiver of Protest and Special Power of

7. This Instrument constitutes a covenant running with the land and shall be

As a follow-up to our meeting on January 4, 2005, regarding Yelm Community Schools appeal of the
City's approval of the District's site plan review for the construction of a new Junior High School, I offer
the following clarifications to the approval conditions.
Condition
1. The applicant shall mitigate transportation impacts based on the P.M. peak hour trips generated
by the project, which is .02 trips per student. TFC charges shall be applied for the new buildings
and future portables, and is payable at building permit issuance.
Clarification
Pursuant to the Mitigated Determination of Non-significance, Yelm Community Schools will be extending
a left tum lane on SR 507 required of the developer of the Hawks Landing Subdivision. Traffic Facility
Charges from the Junior High School are credited towards this improvement. Prior to building permit
issuance, an engineers estimate of the cost of extensia~ of the tum lane to ensure that the TFC may be
fully credited. If the construction cost exceeds the TFC, no additional traffic fee would be collected.
Conditions
5. The applicant shall connect to the City water system. The cost to connect shall include a fee of
$1,500.00 per Equivalent Residential Unit. 7he number of ERU's will be calculated on water
usage based on the design capacity of the new facility and the proposed portables. The applicant
shall provide in the civil plan su4mission, proposed water usage calculations. Water connection
fees are paid at building permit issuance.
6. The applicant shall connect to the City S.T.E.P. sewer system. The cost to connect shalf include
a fee of $5,417.00 per ERU. The number of ERU's required will be deteRnined by approved
water consumption calculations. Sewer connection fees are paid at building permit issuance.
Clarification
The only reason the High School water and sewer connection fee's were deferred until connection to the
system was the DistricYs engineer had not submitted water usage calculations based on similar structures
at the time the building permit was ready to issue. This situation should not exist in relation to the Junior
High, as the civil plan and building reviews are in the beginning phase at this time and there should be
ample time for the Distrids engineer to find water usage from comparable facilities.

Condition
12. A Type I landscape buffer is required along the perimeter of the property, with the additional
requirement of a 25 foot landscape buffer along the south and southeast property line.
/ Type II landscaping is required around buildings.
~ Type III landscaping is required on Mill Road frontage.
/ Type IV landscaping is required in all parking areas.
/ Type V landscaping is required in any above ground stormwater facilities.
/ Additional trees shall be planted along the parking area to the northeast of the gymnasium,
from the stormwater access road to the football field, to soften the appearance of building
elevations to the adjacent residential property owners.
Clarification
The concern with this condition stemmed from the finding of fact related to landscaping. This finding
reviewed required landscaping from the Yelm Municipal Code as well as how the Distinct intended to
meet these requirements based on the conceptual landscaping plan submitted as part of the site plan
review application. I understand now that you, as project manager, had not been provided with a copy of
the landscaping plan by your consultant and had not reviewed it prior to submission to the City.
The condition of approval restates the basic requirements of the Municipal Code and does not restrid the
conceptual plan from changing provided that a revised plan meets these standards. Based on this, a
revised site plan may be submitted for approval at any time prior to building permit issuance, and will be
approved if it meets the minimum standards for landscaping.
The type III landscaping on the Mill Road fron#age part of the required frontage improvements, which are
deferred.
Condition
16. The applicant shall connect to the Cfty's reclaimed water system at the time a reclaimed water
line is located 200 feet from the property boundaries. All irrigation systems shall be designed for
and utilize reclaimed water. The civil plans shall identify proposed reclaimed water lines, meters,
valves, and any required backflow assemblies. When available, all irrigation at the Junior High
and Mill Pond Intermediate School campus shall utilize reclaimed water. Prior to building permit
issuance, the applicant shall enter into a reclaimed water user agreement with the City of Yelm
which includes the requirements of this condition.
Clarification
The purpose of the site plan review process is to ensure that all City, State, and County regulations are
met by a project, and the application is routed to various State and County agencies for comment, as well
as other City Departments. It is common that issues that were unforeseen during the pre-submission
meeting are identified and addressed during site plan review. In the case of the use of reGaimed water
when available at the site, this is a requirement of Municipal Code.

General Clarification
As far questions regarding some improvements, including reclaimed water and frontage improvements on
the portion of the property occupied by Mill Pond School, the Municipal Code actually requires that the
entire property be brought up to current City standards when an expansion takes place. As you know, the
new Junior High and Mill Pnnd School are located on a single parcel of land created through a boundary
line adjustment. That the City is not looking at all the land use standards at Mill Pond, including
landscaping, parking and access, water and sewage usage, and other current requirements is a decision
made by the Site Plan Review Committee which is unsupported by the Code.
Hopefulty, these clarifications to the conditions of approval satisfy the Districts concems. The appeal will
be held in abeyance until a written response as ta wt~ether the District wishes to withdraw the appeal or

Findings of Fact
Site Plan Review
A Notice of Application was mailed to local and state agencies, and surrounding
property owners on November 10, 2004.
The site plan submitted is to construct an 78,000 sq. ft. junior high school, a 4,200 sq. ft.
gymnasium, location of future portables, associated parking, and athletic fields.
Section 17.84.020 (C) Yelm Municipal Code allows the Site Plan Review Committee to
approve a proposal when the site plan conforms to the standards, provisions and
policies of the city as expressed in its various adopted plans and ordinances including
the applicable sections of the shoreline master program for the Thurston Region.
Property Characteristics
The property is located at 10605 Mill Road SE, and is identified by assessor tax parcel
number 21725140100.
The property is surrounded to the north, and southeast in low density residential
housing. The properties to the south and west are single family residential. The site is
bordered on the west by a steep slope.
The property is approximately 30 acres in area and is currently occupied by Mill Pond
Intermediate School, including classrooms, play areas, and a parking lot on the east
portion of the property. The site is mostly level, and the area for the Junior High
construction is currently open fields. The Intermediate school is located on Mill Road,
which is classified as a neighborhood collector street.
The property is identified by the Yelm Compr~hensive Plan Map as Institutional District
(ID), which was created fo protect ancl ~teserve ~and devoted to existing and future use
for civic, cultural, and educational and similar facilities. School facilities are allowed as
a permitted use, subject to site plan review approval.
Chapter 17.48 YMC establishes the allowed uses and the development standards for
the Institutional District, as follows:

The City of Yelm will provide police protection, water service, and sewer service to the
new Higf~ Schoor. Frre protection services are provided by The SE Thurston Fire/EMS
District (Thurston County Fire Protection District #2).
Concurrency
Chapter 15.40 YMC requires the reviewing authority to determine that required urban
infrastructure is available at the time of development.
Concurrency with sewer infrastructure is achieved pursuant to Section 15.40.020 (B)(1)
YMC when the project is within an area approved for sewer pursuant to the adopted
sewer comprehensive plan for the city and improvements necessary to provide city
standard facilities and services are pres~nt to meet the needs of the proposed
development.
Concurrency with water infrastructure is achieved pursuant to Section 15.40.020 (B)(2)
YMC when the project is within an area approved for municipal water service pursuant
to the adopted water comprehensive plan for the cify and improvemerrts necessary to
provide city standard facilities and services are present.
Concurrency with transportation infrastructure is achieved pursuant to Section
15.40.020 (5)(c) YMC when the project:
• Makes on-site and frontage improvements consistent with city standards and
roads necessary to serve the proposed project consistent with safety and public
interest;
• Makes such off-site facility improvements, not listed on the capital facilities plan,
as are necessary to meet city standards for the safe movement of traffic and
pedestrians attributable to the project;

• Makes a contribution fio the facilities relating to capacity improvements identified
in the adopted six-year traffic improvement program, in the form of a
transportation facility charge.
Concurrency with school infrastructure is achieved when the developer provides a letter
from the local school district that the school facilities impacted by the proposed
development are present, or are on an approved and funded plan, to assure that
facilities will be available to meet the needs and impacts of the proposed development.
State Environmental Policy Act
The City's SEPA Responsible Official issued ancf pubfished a Mitigated Determination of
Non-Significance on April 26, 2004, based on WAC 197-11-158. This determination is
final and fulfils the City's responsibility for disclosure of potential, significant
environmental impacts. The Site Plan Review Committee may take action to deny or
condition the proposal based on impacts identified in the environmental checklist or
other environmental documents.
The Mitigated Determin~tion of Non-significance was issued with the following
conditions:

the intersection of SR 507 and Carter Street is warranted by the new Junior High
School. The developer of the Hawks Landing subdivision is required and has
committed to consfiruct 100 feet of dedicated left turn lane into Carter Street,
leaving 100 additional feet required for the Junior High School. If the developer of
the Hawks Landing subdivision does not complete his required improvement
prior to occupancy of the new Junior High, the Yelm School District will be
required to construct the entire required improvement. In that event, the City of
Yelm shall require the developer of Hawks Landing to contribute his share of the
cost of his required improvement to the District or the City will contribute any
proceeds from the Hawks Landing developers bond to the District. Traffic
Facilities Charges shall be credited towards this improvement

Transportation
Yelm is a small compact community most directly affected by two state highways, SR
510 and SR 507, which bisect the community. These state routes are used by local
residents for transportation throughout the City, and for access to commercial and
residential areas throughout the community as well as serving regional traffic.

The updated Transportation element of the Yelm Comprehensive Plan identifies a
number of improvements designed to avoid the need to significantly widen existing
streets, and particularly Yelm Avenue. New development impacts the transportation
system in Yelm and, unless the improvements identified in the transportation plan are
constructed, the City would need to require developers to pay the cost of internal street
widening.
The proposed SR 507 Yelm Loop is located at the eastern edge of the property. The
Loop is a proposed replacement for State Routes 507 and 510 through the City of Yelm,
creating a route for regional traffic to avoid the City core and local access traffic. The
Loop has beer~ rdentified, an Environmental Assessment has been prepared, and a
Finding of No Significant Impact has been issued. A put~ric process was used to identify
the proposed route and the Yelm Comprehensive Plan was updated to adopt the route
as part of the transportation system in the City. The northern portion of the Loop is
being designed and Yelm is currently attempting to obtain funding for preliminary
engineering and right-of-way acquisition for the southern portion of the Loop.
The Yelm Comprehensive Plan was updated in 2000 to adopt the preferred alternative
location of the SR 510 Yelm Loop and SR 507 Yelm Loop, known as the Y2/Y3
transportation corridor, as identified in the Y2/Y3 Environmental Assessment. The Yelm
Comprehensive Transportation Plan is adopted as an element of the Comprehensive
Plan. The loop is identified as a project on the City's Six Year Transportation
Improvement Program. The Yelm Comprehensive Transportation Plan establishes the
following policy regarding right-of-way...
To retain existing right-of-way and to identify, acquire, and preserve
righ ts-of-wa y.
The City intends to use the recommendations from this
Transportation Plan to identify current and future transportation
system needs. The City will identify specific transportation system
needs. The City will identify specific transportation corridors and
alignments and lacate and protect needed rights-of-way as soon as
possible. Some methods that will be used to acquire and preserve
rights-of-way include:
• Requiring dedication of rights-of-way as a condition for
development when the need for such rights-of-way is linked
to the development;
• Requesting donations of rights-of-way to the public;
• Purchasing rights-of-way by paying fair market value; and
• Acquiring development rights and easements from property
owners.

The City also seeks to protect rights-of-way from encroachment by
any structure, substantial landscaping, or other obstruction to
preserve th~ integrity of a comprehensive plan recommendation.
Protection methods that may be used include a minimum setback
requirement for properfy improvements to preserve sufficient right-
of-way to allow for expansion of roadways; and development of
specific guidelines regarding the installation and maintenance of
any landscaping within the public right-of-way.
The City has adopted a Transportation Facility Charge (TFC) of $750.00 per pm peak
trip. The concurrency chapter of the Municipal Code provides a default table that is
used to determine new peak PM trips generated by a proposed use, which in the case
of junior high school, is .02 peak PM trips per student. The number of students
projected for the junior high school is 750, and associated portables is 360. The
formula for determining the TFC charg~ is the number ot students, multrpJied by .D2.
1,110 X.02 = 22.2 new trips. $750 X 22.2 =$16,650.00. Traffic facility charges may be
credited towards the cost of required off-site transportation improvements.
The existing intermediate school fronts on Mill Road, which is a neighborhood collector,
and 107th Loop which is a local access residential street. Access to the Junior High will
be by a connection to Carter Street, which is located on SR 507. The environmental
and transportation analysis documents submitted in April 2004 both reflect all traffic
entering t~re Juntor- Hrgh by Carter Street. The existing environmental documents and
the site plan submitted for this review indicates that school buses will enter on Carter
Street, and exit by a fire lane onto 107th Loop, and then onto Mill Road. The fire lane
access onto 107th Loop does not provide for a safe exiting for the buses onto 107t" Loop
and does not meet driveway or intersection requirements. The fire lane must either be
gated and remain unused by normal school maintenance and bus access or must be
realigned to be perpendicular to 107t" Loop for at least 30 feefi from the intersection.
The School District has indicated that they wish to have a gate at the entrance into the
Junior High School. Carter Street where it adjoins to the site entrance is a pu~tic street
and cannot be a dead end. A turn-around area should be provided.
Section 4B.080 (C) Yelm Development guidelines allows the City to determine when
frontage Improvements are required, and under certain circumstances may permit
deferral of installation of such improvements to a later date.
Deferred frontage improvements shall be secured for installation at a later date by a
waiver of profest, and commitment to partic~pate ir~ a~oca~ rrnprovement district. The
property owner shall execute and record a covenant document that insures the
participation of the subject property owner(s) in any local improvement district formed
for the construction of such frontage improvements. Said document shall be in a form
acceptable to the City Attorney and shall be effective for a period of fifteen (15) years
from the date of recording.

Water Supply
The City's Water Comprehensive Plan identifies the property as being within the water
service area and the property is currently served by City water.
The current fee to connect to the City water system is $1,500.00 per Equivalent
Residential Unit (each ERU equals 900 cubic feet of water consumption per month).
The existing intermediate school is currently connected to City water services. There is
an existing water main Jocafied on 107th Loop and Carter Street.
The junior high would be required to connect to the City's water system and the projecfs
internal roadways will be required to have a water main installed to serve fire hydrants
and individual services. Water usage calculations shall be submitted with civil plans to
show proposed usage at full build out.
An irrigation meter may be installed for the purpose of irrigation. A backflow prevention
device will be required for all landscape irrigation connections between the irrigation
system and the water met~r.
Sewer System
The City's Sewer Comprehensive Plan identifies the property as being within the sewer
service area.
The current fee to connect to the City sewer system is $5,417.00 per Equivalent
Residential Unit (each ERU equals 900 cubic feet of water consumption per month).
Sewer fees are based on water usage calculations.
The intermediate School is currently connected to City sewer services. There is an
existing sewer main located on Carter Street.
It is the policy of the city of Yelm to reclaim 100 percent of the wastewater generated by
the city and that reclaimed water shall be used within the jurisdiction wherever its use is
economically justified, financially and technically feasible, and is consistent with legal
requirements of Chapter 90.46 RCW, for the preservation of public health, safety and
welfare, and the protection of the environment.
Reclaimed water uses may include, but are not limited to, the irrigation of food and
nonfood crops, landscape irrigation, impoundments, fish hatchery basins, decorative
fountains, flushing of sanitary sewers, street cleaning, dust control, fire fighting and
protection, toilet and urinal flushing, washing aggregate and concrete production,
industrial cooling and industrial processes.

Section 13.24.050 YMC requires tt~at r~clatmec~ water be used at identified reuse areas
for consumptive beneficial use and ground water recharge areas. This information shall
be used by city officials to mandate construction of reclaimed water distribution systems
or other facilities in new and existing developments for current or future reclaimed water
use as a condition of any development approval or continued potable water service if
future reclamation facilities are proposed in the facilities plan indicating reclaimed water
could adequately serve the development.
At such time as reclaimed water becomes available to the site, the schools shall
connect to reclaimed water for irrigation purposes.
Stormwater
~mper~vious surfaces create stormwat~r runoff which, when uncontrolled and untreated
can create health, safety, and environmental hazards. The City of Yefm has adopted
the 1992 Department of Ecology Stormwater Manual, which requires all development to
treat and control stormwater when over 5,000 square feet of impervious surface is
created.
The applicant has submitted a preliminary stormwater report which includes a
conceptual design for the treatment and infiltration of the stormwater. The Community
Development Department has reviewed this report and find that stormwater from the
site can be managed appropriately through the conceptual plan. Civil plan review will
include a final stormwater plan consistent with the preliminary plan.
Stormwater facilities require continu~d maintenance to ensure they remain in proper
working condition.
Any changes to the preliminary stormwater system required by conditions of this
approval would have to meet the standards of the stormwater manual and Yelm
D~velopment Guidelines.
Parking
The City of Yelm Development Guidelines, Design Guidelines, and Municipal Code
address parking regulations from many aspects, including, but not limited to the design
of lots, the number of stalls required, pedestrian pathways within lots, and safety.
The requirements of off-street parking and loading facilities and their design shall be
regarded as the minimum; however, the owner, developer or operator of the premises
tor whrch the park~ng facilities are intended shall be responsible for providing adequate
amounts and arrangement of space for the particular premises even fhaugh sucf~ space
or its arrangement is in excess of the minimum set forth.

The minimum parking requirements for a junior high school is one space for every 10
students of design capacity. Places of assembly such as gymnasiums and auditoriums
shall be determined separately.
The Americans with Disabilities Act (ADA) requires handicap accessible stalls. The
requirements for ADA stalls for parking lots between 200 and 300 spaces is seven (7)
accessible stalls with at least one of the stalls being van accessible.
Fire
Fire protection to the buildings must be provided per the International Fire Code. The
specific requirements for insfa(lafion of adctitional ftre nydr-ants and f~re lanes will be
determined during civil plan revi~w.
The International Building Code (IBC) provides occupancy ratings for different types of
uses, including schools. The fire coverage and sprinkler system for the proposed use
must meet IBC requirements.
Landscaping
Landscaping and screening are necessary to provide screening between compatible
and incompatible land uses, to safeguard privacy and to preserve the aesthetic assets
of the City. Chapter 17.80 YMC requires all development to provide on site
landscaping.
Section 17.48.080 Open Space/Institutional setback requirem~nts states that if adjacent
properties are in any residential district, the year yard setback shall be a minimum of 25
feet and that the entire 25 foot depth shall be landscaped.
The entire north, south, southeast, and southwest property line borders residential
properties. The school district has expressed a concern with safety, having dense
landscaping at the perimeter of the site. As an alternative, the school will provide
privacy slats installed in a gre~n vinyl coated chain link fence around the perimeter of
the site. The 25 foot landscap~ requirement shall be met by planting shrubs adjacent to
the fence, and the 25 foot area with grass. This landscaping shall occur along the south
and southeast perimeter. The west perimeter of the site is a steep sfope fhat rises 5Q -
70 feet. The slope and natural vegetation shall be left undisturbed, and shall meet the
landscaping requirements. The northern portion shall be landscaped with a Type I
landscaping, providing a dense barrier between the school, parking, and the residential
homes. This landscaping incorporates the privacy slats in the vinyl coated chain link
fence, as well as 15 feet of landscaping.
Type III landscaping is intended to provide visual relief where clear sight is desired.
This landscaping is utilized along pedestrian corridors and walks for separation of

pedestrians from streets and parking areas. Type III landscaping is characterized by a
6 foot planter strip, with street trees planted 35 feet on center.
Type !V landscaping is intended to provide visual relief and shade in parking areas.
Type V landscaping is required in storm water retention areas, if required.
Refuse
The City of Yelm Development Guidelines, Design Guidelines, and Municipal Code
provides gu~dance tor refuse stora~e and screening.
Refuse areas are required to be assessable by LeMay, screened with a material and
design compatible with the overall architectural theme of the associated structure, at
least as high as the refuse container, and must be at least six-feet in height with a gate
enclosure.
No refuse cor~tarner is allowed between a p~blic street and the front of a building.
Refuse collection areas must be designed to contain all refuse generated on site and
deposited between collections and refuse should not be visible from outside the refuse
enclosure.
Light and Glare
The location of the Junior High School is immediately adjacent to a residential
subdivision which will be impacted by light and glare from the school site. An
illumination plan should be required prior to building permit issuance which
demonstrates that light from project will not exceed more one lumen at the property
lines. Lighting on the sides of the buildings shall be reduced by the placement of
additional trees in the parking lot landscaping areas. This landscaping is also intended
fo soften the appearance af parking areas, anc~ burrc~tng e~evatrons.
Conclusions of Law
A. The Site Plan Review Committee has jurisdiction to consider and decide the
issues presented by this request.
B. The appficant f~as establ~shed that t~e r~equest tor stte p~an rev~ew approval
satisfies all criteria set forth in Section 18.$4.020 (C) YMC, meets all
requirements of the Institutional District zoning classification, and meets all other
requirements of the Yelm Municipal Code. Therefore, the site plan should be
approved subject to the following conditions:

TFC charges shall be applied for the new buildings and future portables,
and is payable at building permit issuance.
2. The applicant shall construct dedicated left turn lane of at least 200 feet of
storage southbound on SR 507 to the intersection of SR 507. The
developer of fhe Hawks Landing subctivision is requtred, a~rc1 f~as
committed to construct 100 feet of dedicated left turn lane into Carter
Street, leaving 100 additional feet required for the Junior High School. If
the developer of the Hawks Landing subdivision does not complete his
required improvement prior to occupancy of the new Junior High, the Yelm
School District will be required to construct the entire required
improvement. In that event, the City of Yelm shall require the developer of
Hawks Landing to contribute his share of the cost of his required

3. No structures or improvements shall be located in the SR 507 Yelm Loop
(Y2) corridor with the exception of irrigation and out-field fencing for the
baseball diamond.
4, The applicant shall enter into a deferral agreement for required half street
frontage improvements along the School Districts property boundary on
Mill Road to a neighborhood collector standard.
5. The applicant shall connect to the City water system. The cost to connect
shall include a fee of $1,500.00 per Equivalent Residential Unit. The
num~er of ERt1's wtrr ~e cafcuratec~ ort water usage ~ased on the rlesign
capacity of the new facility and the proposed portables. The applicant
shall provide in the civil plan submission, proposed water usage
calculations. Water connection fees are paid at building permit issuance.
6. The applicant shall connect to the City S.T.E.P. sewer system. The cost
to conn~ct shall include a fee of $5,417.00 per ERU. The number of
ERU's required will be determined by approved water consumption
calculations. Sewer cannection fees are paid at building permit issuance.
7. Upon completion of the onsite installation as per the City's Development
Gurdelines, the S.T.E.P. sewer er~uipment, appurtenances and lines shall
be deeded to the City, and an easement provided for maintenance.
8. The applicant shall design and construct all stormwater facilities in
accordance with the 1992 Department of Ecology Stormwater Manual, as

adopted by the City of Yelm and the conceptual stormwater plan included
with the application for site plan review.
9. Parking shall be provided in accordance with the City of Yelm
Development Guideline standards based on one space for every ten (10)
students of design capacity. Assessable spaces shall be provided
pursuant to the ADA. The parking area must include provisions for
delineated pedestrian access from Carter Street. Landscaping in parking
lots shall be provided in accordance with Chapter 17.80 YMC, Yelm
Development Guidelines, and Yelm Design Guidelines.
10. The applicant shall submit fire flow calculations for all proposed hydrants
in accordance with the International Fire Code and International Building
Code. All hydrants must meet minimum City standards in the
Development Guidelines. The applicant shall submit a fire hydrant plan to
the Community Development Department for review and approval.
11. The civil plans shall include a complete detailed landscape plan in
accordance with Chapter 17.80 YMC, including provisions for irrigation
and for maintenance of landscaping.
12. A Type I landscape buffer is required along the perimeter of the property,
with the additional requirement of a 25 foot landscape buffer along the
south and southeast property line.
• Type II landscaping is required around buildings.
• Type III landscaping is required on Mill Road frontage.
• Type IV landscaping is required in all parking areas.
• Type V landscaping is required in any above ground stormwater
facilities.
• Additional trees shall be planted along the parking area to the
northeast of the gymnasium, from the stormwater access road to the
football field, to soften the appearance of building elevations to the
adjacent residential property owners.
13. Refuse collection areas shall be designed to contain all refuse generatecf
on site and deposited between collections. Deposited refuse shall not be
visible from outside the refuse enclosure. Screening shall be of a materia!
and design compatible with the overall architectural theme of the
associated structure, shall be at least as high as the refuse container, and
shall in no case be less than six-feet in height with a gate enclosure. The
fence shall be a solid material such as wood or masonry, and shall be
designed per the City of Yelm Development guidelines. Building plans
shall include architectural details of the enclosure.

14. The fire lane access to 107th Loop shall either be gated and unused for
any access other than by the fire department or shall be realigned to be
perpendicular to 107t" Loop for a distance of at least 30 feet from the
intersection with 107t" Loop.
15. A cul-de-sac or other approved turnaround meeting the standards of the
Yelm Development Guidelines shall be provided on the site of the Junior
High School at the end of Carter Street.
16. The applicant shall connect to the City's reclaimed water system at the
time a reclaimed water line is located 200 feet from the property
boundaries. All irrigation systems shall be designed for and utilize
reclaimed water. The civil plans shall identify proposed reclaimed water
lines, meters, valves, and any required backflow assemblies. When
available, all irrigation at the Junior High and Mill Pond Intermediate
School campus shall utilize reclaimed water. Prior to building permit
issuance, the applicant shall enter into a reclaimed water user agreement
with the City of Yelm which includes the requirements of this condition.
17. The building plans shall include an illumination plan which demonstrates
that light from project will not exceed one lumen at the property lines.
Lighting on the sides of the buildings shall be reduced by the placement of
additional trees in the parking lot landscaping areas.
C. The Site Plan is valid for eighteen (18) months from the date of this approval.
The applicant may request a six-month extension on the approval, if the request
is made in writing prior to the expiration date of this approval. If you need

Decision
The request for site plan review approval is hereby granted subject to the conditions

Erosion control measures must be in place prior to any clearing, grading, or construction. These
control measures must be effective to prevent stormwater runoff from carrying soil and other
pollutants into surface ~.vater or storm drains that lead to waters of the state. Sand, silt, clay particles,
and soit wi11 daniage aquatic t~abitat and are considered to be pollu2ants.
Any discharge of sediment-laden runoff or other pollutants to waters of the state is in violation of
Chapter 90.48, Water Pollution Control, and WAC 173-201A, Water Quality Standards for Surface
Waters of the State of Washington, and is subject to enforcement action.
During construction, all releases of oils, hydraulic fluids, fuels, other petroleum products, paints,
solvents, and other deleterious materials must be contained and removed in a manner that will ~revent

PROJECT DESCRIPTION: Construct a new junior high school between Mill Pond Intermediate School and
State Route 507.
ENVIRONMENTAL and OTHER DOCUMENTS SUBMITTED WITH THE APPLICATION: Yelm Community
Schools submitted a Preliminary Drainage and Erosion Control Report, Site Plan Drawings, Water, Storm, and
Sewer Plan, and Landscape Plan. The City issued a MDNS on 4/26/04, SEPA #8362.
Additional Information or Project Studies Requested by the City: The City has not requested any
additional information at this time.
No preliminary determination of consistency with City development regulations has been made. At
minimum, this project will be subject to the following plans and regulations: City of Yelm
Comprehensive Plan, Zoning Title (17), Critical Areas Ordinance (14.08), Storm Water Drainage Design and
Erosion Control Manual (DOE), Uniform Building Code, State Environmental Policy Act (SEPA) Title (14), Road
Design Standards, Platting and Subdivision Title (16), and the Shoreline Master Program.
The City of Yelm invites your comments early in the review of this proposal. Comments should be directed to
Tami Merriman, Community Development Department, P.O. Box 479, Yelm WA 98597, 360-458-3835.
THE 15-DAY PUBLIC COMMENT PERIOD ENDS AT 5:00 PM ON NOVEMBER 23, 2004
This notice has been provided to appropriate local and state agencies, and property owners within 300 feet of
the project site. These recipients, and any others who submit a written request to be placed on the mailing list,
will also receive the following items when available or if applicable: Environmental Threshold Determination,
Notice of Public Hearing and Notice of Final Decision. If the proposed project requires a City Council decision,
it will be mailed to all those who participate in the public hearing and to anyone else requesting the decision in
writing. Additionally, there will be a 14-day public comment period if an environmental determination is issued.
Opportunities for appeal occur within twenty one (21) days after the date the environmental determination is

The Community Development Department received from your archetects on Monday, October 25,
2004, civil engineering plans and building plans for the new Junior High School next to Mill Pond
School. As of this date, however, the City has not received an application for site plan review approval,
as noted as being required during our pre-submission meeting on this project on June 23, 2004.
As you know, the site plan review process takes approximately 16 to 18 weeks to complete for a project
of this scope, and typically contains conditions of approval that must be met prior to issuance of a
building permit. These conditions could require a change to the site plan submitted as part of the land
use application. Part of this process includes notice to interested parties and the opportunity for the
public and agencies with jurisdiction to review and comment on the proposal.
While the Department could begin the review process for both the civil and building plans, I am
concemed that the process of land use approval will trigger changes to the site plan that will require
changes to the construction plans, increasing the cost and potentially the tum-around time on those
plans. Concurrent review of civil plans and the land use application is fairly typical, but usually the civil
plans are not submitted until the land use process is nearing completion reducing the likelihood of
unanticipated changes to the site plan. If there are specific questions facing your design team during
the course of construction, a full plan submission is not required, a letter and request for input is all that
is required.
Please let me know how you would like to proceed with the review process related to the construction
plans. If you include a schedule for submission of a site plan review application, the Department will be
able to better help you establish a schedule for the entire land use and construction plan review

These comments are preliminary in nature and are not intended to represent final comments and or
requirements for the City of Yelm. Until a complete application is made, the Community Development
Department can only attempt to inform the applicant of general requirements as they appear in the form
presented by the applicant at the time of pre-submission.

Zoning and Setbacks: Institutional District Chapter 17.48
If adjacent properties are in the same or less restrictive land use district:
Side yard setbacks - 15 feet
Rear yard setbacks -15 feet
If adjacent properties are in any residential district:
Side yard setbacks - 25 feet
Rear yard setbacks - 25 feet entire 25 feet landscaped
Setbacks from Right of way:
Minor Street - 25 feet
Major Street - 35 feet
Maximum height of buildings shall be 40 feet.
Maximum development coverage 70%
Parking:
Chapter 17.72. One stall for each ten (10) students of design capacity.
Auditoriums, stadiums shall be considered a separate use in determining
parking. City of Yelm Development Guidelines requires that parking be paved.
Parking plan shall be submitted with Site Plan Review.
Example: 750 students requires 75 parking stalls. Planning for additional
students/portables should be considered at this time to assure adequate parking.
Ingress/Egress:
Ingress and egress at the site shall be consistent with the Yelm Development
Guidelines 4B.140. Ingress and egress into the site shall be reviewed for safety
and concurrency.
Landscaping: Chapter 17.80, Type I, II, III, IV, and V.
A 25-foot landscape buffer is required where the property adjoins a residential
use.
Type II landscaping is used to provide visual separation of compatible uses.
Type II landscaping is required around the perimeter of a site, which has
compatible zoning and adjacent to buildings to provide visual separation of
compatible use and soften the appearance of streets, parking areas and building
elevation.
Type III landscaping provides visual relief where clear sight is desired. This
landscaping is for separation of pedestrians from streets and parking.
Type IV landscaping is used to provide visual relief and shade in parking areas.
Type V landscaping is intended to provide visual relief in storm water
retention/detention areas.
A conceptual landscaping plan is required with application for Site Plan Review.
Final landscaping and irrigation plan is required as element of civil drawings.
Refuse area must be large enough to accommodate a dumpster and recycle bin.
Refuse areas must be of a material and design compatible with the overall
architectural theme.
Traffic:
The City has adopted a Transportation Faciliry Charge (TFC) of $750.00 per pm
peak trip. The Ordinance provides a default table that the applicant can use to
determine new pm trips generated. TFC payment required at building permit
issuance. To determine the projects impact and fee, use the following formula
for the use proposed:
New Trip Generation Rate x# of students x$750.00 = TFC
Example: 0.02 x 750 students x$750.00 =$91,250.00
SEPA: Environmental review is completed.
Application and Process:
Site Plan Review, Chapter 17.84, with environmental checklist and traffic impact
analysis is an administrative process. Minimum application requirements for Site
Plan Review are located in Section 17.84.060 and are listed on the application
form. A project of this size can expect completed review in approximately 16 -
18 weeks. Land use approval typically contains conditions of approval that the
applicant must complete prior to receiving a building permit.
Following land use approval, if civil drawings are required, they must be
submitted to the Community Development Department for review and approval,
and satisfy all conditions of approval. Upon satisfactory completion of all
conditions, the applicant can submit building plans for approval.

Per our conversation at the Carter/507 work site, you are directed to continue with the
turn lane and crossing construction as shown in the contract documents.
Due to the construction delays which Into Light has encountered a11 road construction
will continue without the installation of roadway lighting.
The Light Standard base at 722 + 09.00 is misplaced and will be removed. In the event
that the lighting contractor does not relocate the referenced light standard in a timely
manner you are directed to prepare the area for surfacing and curbs. Any additional costs
for the relocation of the lighting base are to be documented and billed separately to Yelm
Community Schools.
