Box 476 Yelm, WA 98597 Dear Alan: In the last issue of the Yelm Community Schools insert in the Nisqually Valley News and the Shopper, I read with interest the High School construction progress. In particular, I was concerned that the student parking lot would not be completed and that off-site parking may be provided in September and October of 2006. Because I was concerned that adequate parking would not be available at the start of the School year, I asked my Community Development Department if this was consistent with the land use approval for the High School. I learned that a condition of land use approval stated that no building would be granted occupancy until certain minimum standards have been met, including that there is sufficent parking pursuant to the Zoning Code. While temporary gravel parking was allowed, a plan that identified how parking was going to be provided was required to be submitted to the Community Development Department. According to Grant Beck, Director of Community Development, that plan has not yet been submitted. As we get closer to the point that the new building will be occupied, I would encourage you to coordinate the parking issue with the City, as I would hope to avoid any traffic problems associated with a parking plan that the City participated in reviewing. No building will be granted occupancy until the following minimum standards are met. The phasing plan required as part of the civil plans shall identify how these requirements are to be met at the time of occupancy. The building shall be connected to the City water system and provide adequate fire flow and potable water for the structure. Access for fire apparatus must meet minimum Fire Code requirements. The building shall either be connected to the existing on-site sewage disposal system with approval from the Thurston County Health Department, or connected to the S.T.E.P. sewer system. There is sufficient parking per the Zoning Code for the facility. Temporary gravel parking is allowed provided that the spaces meet the dimensional requirements of Chapter 17.72 YMC, are clearly marked, and a pedestrian access route from the parking lot to the building is provided. Required ADA parking spaces and access meeting State ADA requirements shall be provided.
