I've addressed your comments as follows, with minor grammer and style changes. The only item I am
not comfortable with is the turn lane at Carter... 200 feet is required for School traffic even if the
developer of Hawks Landing fails for whatever reason to install the first 100 feet. We have a bond for
the improvement and the developer called this morning asking about how much storage to add for the
design, so it's unlikely that the District will be left with the full improvement. I would be happy to add a
finding or statement to the effect that there is another developer on the hook far 100 feel of storage.

1. The developer shall mitigate transportation impacts based on the P.M. peak hour
trips generated by the project, which is 0.02 trips per student for elementary
and junior high schools and 0.04 trips per student for high schools. A TFC of
$750.00 per P.M. peak trip will be assessed for additional student capacity at
the time of building permit issuance.
2. Prior to final occupancy of the new High School, the following transportation
improvements shall be completed:
/ The developer shall construct a center turn lane from the intersection
of SR 510 and 93r' Street to a point 250 feet east of the easternmost
access to the High School. Traffic Facilities Charges shall be credited
towards this improvement.
/ The developer shall improve SR 510 to the Urban Arterial standard
along the School Districts property abutting SR 510.
/ The developer shall restripe SR 507 west of the intersection of SR
510 and SR 507 (Yelm Avenue and First Street) to Edwards Street
with a dedicated left turn to at least Railroad Avenue. Traffic Facilities
Charges shall be credited towards this improvement.
3. Prior to final occupancy of the new Junior High School, the following
transportation improvements shall be completed:
/ The developer shall construct a dedicated left turn lane with at least
200 feet of storage southbound on SR 507 to the intersection of SR
507 and Carter Street. Traffic Facilities Charges shall be credited
towards this improvement.
/ The developer shall enter into a deferral agreement for required
half street frontage improvements along the School Districts property
boundary to a neighborhood collector standard.

Thank you far taking your time on Thursday to discuss with me the City's proposed MDNS relating to the District's school
projects. As you are aware, we met with the Board of Directors on Thursday.
Upon further reflection, I will defer to your Findings of Facl identified for the matter. We do, however, propose the following
clarifications (new sections in blue) for the mitigation measures consistent with your previous comments and the District's
understanding as to actual nature of their required mitigation for the projects.
1. Mitigation Measure No. 1: The TFC (Transportation Facility Chargel will only be paid where addit onal student
capacity is added
Measure No. 2/Item 3:
Avenue. Traffic Facilities
3. Mitigation Measure No. 3/Item 2: The developer shall construct a dedicated left turn lane to provide an additional
100 feet of storage southbound on SR 507 to the Intersection of SR 507 and Carter Street. Traffic Facilities Charges shall
be credited towards this improvement.
4. Mitigation Measure No. 3/Item 3: The developer shall enter into a deferral agreement for required one-half street
frontage improvements (along the proiect's property boundaries) to a neighborhood collector standard on the School
District's property abutting Mill Road.
