Recommendation
Approve the intent to annex and adopt Ordinance No. 831, annexing property into the City of Yelm.
Background
On April 13, 2005, Denny Balascio appeared before Council with a request to circulate a petition to annex approximately 10 acres located west of Grove Road approximately 100 feet north
of 100th Way.
Previously, the Council had approved the circulation of a petition of annexation for Mr. Balascio’s 10 acre parcel and the area between the subject site and 100th Way, which is the subdivision
of Sunnyland Estates. Mr. Balascio was unable to obtain sufficient signatures to proceed with the larger annexation and requested Council allow Sunnyland to be removed from the request,
which the Council approved on April 13, 2005.
The City Council accepted the request to circulate a petition to annex the 10 acres, and Mr. Balascio obtained sufficient signatures from property owners within the proposed annexation
area to meet the annexation petition requirements (60% of the owners based on assessed value). These signature were sent to the Thurston County Assessor’s Office, which confirmed the
sufficiency requirements were met.
The Community Development Department then had a legal description of the area to be annexed prepared, and processed the proposed annexation through the Thurston
County Boundary Review Board, which waived jurisdiction due to the size and assessed value of the property.
Upon annexation, the land would zoned Moderate Density Residential (R-6) as stated in the Yelm Comprehensive Plan.
Current Situation
At this point in the annexation process, the Council determines whether it is appropriate to annex the property into the City of Yelm.
