A preliminary plat is a request to subdivide property into fve or more lots for the purpose of residential,
commercial, or industrial development. A preliminary plat is reviewed by the City's staff, Hearing
Examiner and City Council for conformance with City subdivision standards and other regulations. The
Hearing Examiner will hold a public hearing after notifying neighbors and other agencies. The plat
cannot be approved unless appropriate provisions have been made for public facilities, such as roads,
sewer and water. Preliminary review will usually take about 90 days. If preliminary approval is
granted, a foal surveyed plat must be presented within fve (5) years with appropriate arrangements for
all improvements.

The purpose of this report is to summarize information regarding the Hutch Plat. The 19.48-
acre site is located in the City of Yelm. The grassy site is located on a parcel of land currently
undeveloped and is between Mountain View Rd SE and Killion Rd SE north of SR 510. The
Thurston County parcel numbers of the property are 21713430200 and 21713430300.
The developer's plan for the site is to subdivide the property into 118 single-family lots. The lots
will be connected to the City of Yelm's sewer and water systems. Puget Sound Energy will
serve the lots with electrical power and natural gas. Approximately 3,800 LF of new interior
public roadway will be constructed as part of the project. The layout of the roads was been
designed to minimize grading on site. The stormwater runoff from the added impervious area
will be treated and retained on-site, the stormwater facilities are designed according to the
Washington State Department of Ecology's stormwater Management Manual for the Puget
Sound Basin (The Technical Manual) 1992.
A SEPA checklist has been prepared as part of the permitting process and is attached for
review and processing.
The proposed plat also includes 42,445 S. F. of open space, which meets the open space
requirements of 5% of the gross area per the City of Yelm development guidelines.
One well was observed within 300 feet of the project site and will be abandoned prior to final
plat.
