Balascio Comment re MDNSSeptember 1, 2006 To: City of Yelm Subject: MDNS, Hutch Project This response addresses measures included in the MDNS pertaining to Item 16 The existing right of way on Mt. View from my south property line to Yelm Highway is only 40 feet for most of the distance except fora 260 foot length on the Westside of the road which appears to have dedicated additional ROW.. Forty feet does not provide sufficient width to construct the full roadway width along curbs and storm water facilities. It does allow space for the pavement width to handle the future traffic. This requirement is onerous, as it contains improvements that go beyond accommodating traffic concerns that are mitigated by widening Mt. View. While we realize the need for smoother traffic flow at the SR 510 intersection, we don't see the need to install additional improvements that should be addressed by whoever develops the commercial property on the east side of Mt. View at SR 510. We suggest that the requirement include asphalt widening within the ROW only, along with improvement to the roadside ditches. This will maintain the existing width of road surface, not change drainage patterns and still allow for future improvements to be constmcted more economically. Item lc: Final approval should not be contingent on a project that is out of our control. While we don't anticipate any impact from our project on M[. View traffic for a period of approximately 18 months, we are uncomfortable with this requirement and ask that it be changed to allow final plat approval regardless of where the LID is at that time. It is our understanding the Yelm Highway project will be under constmction and will be complete before any additional trips from our project that would impact Mt. View.
