The State Environmental Policy Act (SEPA) requires all governmental agencies to
consider the environmental impacts of a proposal before making decisions. The
purpose of this checklist is to provide information to help identify impacts from your
proposal, to reduce or avoid impacts from the proposal if it can be done, and to help the
City decide whether an EIS is required. An environmental impact statement (EIS) must
be prepared for any proposal with probable significant adverse impacts on
environmental quality.
This environmental checklist asks you to describe some basic information about your
proposal. The City will use this checklist to determine whether the environmental
impacts of your proposal are significant and require preparation of an EIS. You must
answer each question accurately, carefully end !o the best of your kncwledge. Answer
the questions briefly. but give the bes•: description yo~~ can In most cases you shoula

need for experts, If you do no[ know the answer. or if a question does not apply to your
proposal, write "do not know" or "does not apply". Complete answers to the questions

Some questions ask about governmental regulations, such as zoning, shoreline, and
landmark designations. Answer these questions if you can. If you have problems, the
city staff can assist you.
The checklist questions apply to all parts of your proposal even if you plan to do them
over a period of time or on different parcels of land. Attach any additional informaticn
that will help describe your proposal or its environmental effects. You may be asked to
explain your answers or provide additional information for determining if there may be
significant adverse impacts.

The widening of Killion Road and construction of the SR 510 Loop Road to the north
of this property will each have their own environmental process and approval.

11. Give brief, complete description of your proposal, including the proposed uses and the
size of the project and site. There are several questions later in this checklist that ask you
to describe certain aspects of your proposal. You do not need to repeat those answers on
this page.
Subdivision and lot development for 118 single-family residences. Services will
include city water and sewer, and private drainage routed to infiltration facilities.
Improvements include public roads, lighting, type 1 landscaping or a 6 to 8-foot wall
or fence as required by the city on the south boundary as a buffer, and improvements
to Mountain View Road.
12. Location of the proposal. Give sufficient information for a person to understand the
precise location of your proposed project, including a street address, it any, and section,
township, and range, if known. If a proposal would occur over a range of area, provide
the range or boundaries of the site(s). Provide a legal description, site plan, vicinity map,
and topographic map, if reasonably available. You need not duplicate maps or detailed
plans submitted with any permit applications related to this checklist.
The site address is 9306 SE Mountain View Road. It is in Section 13 Township 17 N
Range 1 E. between SE Mountain View Road and Killion Road SE, north of 93rd
Avenue SE extended.
B. ENVIRONMENTAL ELEMENTS
Earth

The site includes both Spanaway gravelly sandy loam, 0-3%, and Spanaway
stony sandy loam, 0 - 3°0.

None to our knowledge.
e. Describe the purpose, type, and approximate quantities of any filling or grading
proposed. Indicate source of fill.
Grading and filling will be required for construction of building pads, roadways,
and drainage facilities. Approximately 4,350 cubic yards each of cut and till will
be required.
f. Could erosion occur as a result of clearing, construction, or use? If so, generally
describe.
Minimal erosion could occur during project construction. All applicable BMP's will
be followed to prevent or minimize such impacts.

construction such as asphalt or buildings?

Proposed measures inclutle the use of BMPS to minimize the risk of erosion
tluring construction. A drainage plan will incorporate designs that direct
infiltration and conveyance of water away from disturbetl areas as much as
possible.
Air

automobile exhaust, odors, industrial wood smoke) during construction and when the

Project construction will result in minimal air emissions, mainly dust from
construction activities and emissions from equipment.

There are no known off-site sources of emissions or odors.

Proposed measures include properly maintaining construction equipment and
routine watering of soils to reduce dust.

National Wetlands Inventory mapping indicates a wetland crossing Killion
Road N., but neither Thurston County geodata nor a site visit disclosed any
indication of one. No other water body is located on or near the site.

The site is grass covered and vacant. Grass will be removed in areas slated
for earthmoving activities. The area is about 20 acres in size.

Washington Natural Heritage Program (W NHP) GIS datasets were
researched April 14, 2006, to determine the occurrence/absence of
threatened or endangered plant species within the project site. The site lies
just outside [he five-mile radius of Golden Paintbrush, which has a state
status of Endangered and a federal status of Listed Threatened.
Proposed landscaping, use of native plants, or other measures to preserve or
enhance vegetation on the site, if any:
Landscaping will be included in site development along street frontages both
within the plat and on Killion and Mountain View Roads.
5. Animals

Washington Department of Fish and Wildlife Priority Habitat and Species
(PHS) maps were requested April 13, 2006, to determine presence/absence
of threatened or endangered animal species within the project vicinity. We do
not anticipate any being listed; if they are, this checklist will be amended.
Is the site part of a migration route? If so, explain.
As there are no surface water bodies on site, this site is not part of a fish
migration route. The site also lacks indication of being a bird or mammal
migration route.

Mountain View Road SE will be widened along the project frontage as part of
this project. Killion Road will be widened as a separate action by the City of
Yelm.
