Dear Jim,
We have reviewed the Traffic Impact Analysis (TIA) prepared by Skillings
Connolly, dated May 23, 2006 submitted for the Hutch Property Residential
Plat. The proposal is fora 118 single family residential plat to be located on
19.48 acres on the west side of Killion Road NW, Two accesses are provided
to the project, one from Killion Road NW and one from Mountain View Road
NW.
The Hutch Property residential plat may have significant impact on the City of
Yelm's transportation system. No mitigation is suggested by the applicant to
address anticipated impacts that will result from the proposed project. The
information presented in the TIA documents numerous intersections that will
operate below acceptable service standards when the project is developed,
but there is no mention of how to remedy the conditions. Therefore, we
have concluded that the TIA is incomplete and will need to address the
transportation impacts in a more complete manner.
The following information will need to be provided or clarifications made
before we can continue our review:
Site Plan
The site plan for the project must include dimensions to existing driveways or
accesses to Killion Road or Mountain View on the opposite side of the
roadways from the proposed project.
Pipeline Projects
The TIA should include a separate graphic showing pipeline project traffic
volumes and a spreadsheet of pipeline traffic in the Appendix.

Turning Movement Counts
Turning movement counts must be included in the Appendices. All traffic
counts should be no older than two years. Without the turning movement
counts to verify the numbers are accurate, we were unable to review the
technical data. When the turning movement counts are provided, we will
review the analysis provided in the Appendix.
Intersection Analysis
The TIA shall include a proposed mitigation plan. Please describe the failures
at the intersections and discuss options to maintain the level of service at or
above the adopted LOS standard. Also please also include the weighted
intersection average in delay and level of service for all unsignalized
intersections. The City of Yelm bases concurrency on the weighted
intersection average, but needs to also see the LOS of the individual legs of
the intersection for possible mitigation pursuant to SEPA.
The TIA must include a discussion of every intersection that operates below
LOS D and must address improvements that could be made to allow safe,
efficient use of each location. The TIA shall identify programmed
improvements that are planned by others (i.e., Killion Road LID, Cullens
Road channelization, etc.); otherwise, this project will be responsible for
those improvements.
In order for this project to be reviewed by the Site Plan Review Committee
on July 12 as scheduled, the revised TIA will need to be submitted to the City
of Yelm by Friday, July 7.
