Development Services Engineer City of Yelm P O Box 479 Yel m, WA 98597 Re: Traffic Impact Analysis -Hutch Subdivision (2n° review) Shea & Carr #605-O1 (02) Dear Jim, We have reviewed the revised Traffic Impact Analysis for the Hutch Subdivision dated July 12, 2006, prepared by Skillings-Connolly. The proposal is fora 118-single family subdivision to be located on 19.48 acres between Killion Road SE and Mountain View Road SE. Two accesses are proposed; one from Killion Road and one from Mountain View Road. The revised TIA included most of the requirements in our July 3, 2006 letter; however, the following comments were not addressed: 1. Trip Distribution The TIA must include a fgure illustrating distribution of site-generated trips. 2. Turning Movement Counts Turning movement counts must be included in the appendix. 3. Existing Driveways and Intersections The TIA should include a site plan that shows dimensions to existing driveways and intersections on Killion Road and Mountain View Road and a discussion of the safety of existing accesses. At least one driveway opposite the Mountain View Road entrance to the subdivision appears to be offset to the main entrance and may need to be redesigned. 4. Pipeline Development Traffic The TIA shall include a separate graphic showing pipeline development traffic. As indicated in our letter of July 3, the City of Yelm bases concurrency on the weighted intersection average, but also considers the LOS of the individual legs of the intersection for possible mitigation under SEPA. Therefore, additional analysis/discussion of the following intersections should be included: 5. W. Velm Avenue and Mountain View Road SE Intersection This intersection is currently operating at LOS D for the SB approach and would decline to LOS F for both the NB and SB approaches by 2008. This project would add 23 southbound trips to the intersection and tlelay times zN .wwsn aca.,.<am HEA ARR, ]uly 17, 2006 Page 2 would be increased considerably. Discussion in the TIA must address improvements to return the intersection to pre-project conditions. 6. W. Yelm Avenue and Killion Road Intersection This intersection will also operate at LOS F for the SB approach. Please include discussion of recommended improvements to this intersection to mitigate for project traffic. (A more detailed description of the L.I.D. may address this comment.) 7. Delays on E. Yelm Avenue Project-generated trips will add [o the SB and NB approach delays, particularly at E. Yelm Ave/3`d Street and E. Yelm Ave/4`" Street. The TIA should include discussion of possible mitigation at these intersections. The above information can be submitted to the City as an addendum to the Revised TIA.
