Thank you for the opportunity [o comment on [he notice of application for the McCammant 4-Plexes
project (Case: SPR-OS-0540-YL), located at 903 Crystal Springs Road, as proposed by Riipinen
Surveying. The Department of Ecology (Ecology) reviewed the information provided and has [he
fallowing comment(s):
WATER QUALITY: Margaret Hill (360) 407-0246
Any discharge of sediment-laden runoff or other pollutants to waters of the state is in violation of
Chapter 90.48, Water Pollution Control, and WAC 173-201 A, Water Quality Standards for Surface
Waters of the State of Washington, and is subject to enforcement action.
Erosion control measures must be in place prior [o any clearing, grading, or construction. These
control measures must be effective [o prevent stonnwater runoff from carrying soil and other
pollutants into surface water or storm drains [ha[ lead [o waters ofthe state. Sand, silt, clay particles,
and soil will damage aquatic habitat and are considered to be pollutants.
Coverage under [he National Pollution Discharge Elimination System (NPDES) and State Waste
Discharge General Permit for Stormwaler Discharges Assooia[ed with Construction Activities is
required for construction sites which disturb an area of one acre or more and which have or will have
a discharge of s[ormwa[er to surface water or e storm sewer. An application can be downloaded from
Ecology's website at htto://www.ecy.wa.gov/oroerams/wq/stormwater/construction/#Applieation or
you can contact Charles Gilman at (360) 407-7451 for an application form.
Soil in s ockpiles should be stabilized or protected with sediment-trapping measures to prevent soil
loss. All exposed areas of final grade or areas that are not scheduled for work, whether at final grade
or otherwise, shall not remain exposed and un-worked for more than two days, between October I
and April 30. Between May I and September 3Q no soils shall remain exposed and umworked for
more than 7 days.
Clearing limits and/or any easements or required buffers should be identified and marked in [he field,
prior to the start of any clearing, grading, or construction. Some suggested methods are staking and
flagging or high visibility fencing.
Properties adjacent [o the site of a land disturbance should be protected from sediment deposition
through [he use of buffers or other perimeter controls, such as filter fence or sediment basins.

Provision should be made [o minimize the tracking of sediment by construction vehicles onto paved
public roads. If sediment is deposited, it should be cleaned every day by shoveling or sweeping.
Water cleaning should only be done after the area has been shoveled out or swept.
Wash water from paint and wall finishing equipment should be disposed of in a way which will not
adversely impact waters of the state. Untreated disposal of this wastewater is a violation of State
Water Quality laws and staWtes and as such, would be subject [o enforcement action.
Source control Best Management Practices (BMPs) such as plastid wvering, mulch, temporary
seeding, and phased clearing (for example) should be used to control erosion during constmction.
More examples of effective source control BMPs can be found in Ecology's two stormwater
management manuals, stormwater Management Manual for Puget Sound Q992J and Stornrwater
Management Manualjor Western Washington (2001).
