8347 Civil Review No 1August 26, 2003 Geoff Sherwin Apex Engineering, PLLC 2601 South 35th, Suite 200 Tacoma, Washington 98409 RE: Civil Review for Prairie Plaza Short Plat City of Yelm Project No. SHS-03-8347-YL Dear Mr. Sherwin: I have reviewed the plans submitted and dated 7/23/03. (Date of PE stamp). The following are comments from the above referenced plans and need to be addressed on the future submittal. I have organized these comments by utility type. Water System: Label the plan with the existing water main type. Show the water meter for Lot 1. The existing fire hydrants will need to be reset when connecting to the new water main. Without resetting the hydrants, the water main will be stressed and possibly fail in the future. An irrigation meter will be required for the irrigation system required in Plaza Drive. A backflow prevention device will need to be located behind the irrigation meter. This device will have to meet the Washington Administrative Codes and the City of Yelm requirements. Please call Kevin Ray, City of Yelm Water Department, at (360) 458-8412 for the specifications. Show all needed water details on the plans. These details must be the City of Yelm Standard Details with the borders attached. Please do not edit these details unless specifically required too. Add a 6” water main gate valve at Station 44+00. It appears that the 6” water main and the 12” storm drainage crossing are in conflict with each other. Show the crossings on the profile and verify 18” of vertical separation. The Watermain Installation Notes should have 16 notes. The developer may want to consider extending watermain stubs to each lot for future water uses. Once this roadway is completed, a utility cut will not be allowed in the new pavement for 2 years. There is another fire hydrant that is located to the north of the Subway building that is served by the watermain you are replacing. Show this hydrant and how it will be retrofitted on the plans. Sanitary Sewer System: The sanitary sewer main extension should be 3” in size. An Air Release valve will be required at the highpoint in the sanitary sewer main. This appears to be between Sta. 40+50 and Sta. 41+00. The side sewers to each lot should be at least 2” in size. You may want to look at the future use and make sure that the 2” step service will meet your needs. Show the STEP sewer box location on the plans. See the City of Yelm Standard Detail for the STEP sewer service design. This design does not have a clean out located at the end. Show all needed sewer details on the plans. These details must be the City of Yelm Standard Details with the borders attached. Please do not edit these details unless specifically required too. Add the general sewer notes to the plans. Roadway and Storm Drainage Plans: Show all City of Yelm details on the plans. Do not remove the borders or edit the content. Show the City of Yelm roadway section on the plans. Plaza Road from 40+00 to approx. 42+00 needs to be 40’ in width. This will facilitate the lane widths of 16’ incoming lane, 12’ left turn lane and 12’ right turn/thru lane. There appears to be conflicts between the storm and water systems. Please show how these will be eliminated. The storm drainage facility needs to be located in a separate tract. It cannot be located on another lot. The bioswale and pond top of slopes need to be setback from the tract/property line 10’. Show the access roadway to the bottom of the stormwater pond. See stormwater manual for geometrics and slopes. Add a profile/section of the stormwater facility to the plan. It should run from the centerline of roadway to 10’ outside the 2:1 slope. Also show the high water elevation. Bioswale needs to have 2% min slope. A fence will be required for this drainage facility. Show calculations that verify the bioswale will not have water backing up into it during the 2yr storm and the drawdown of the pond will be 48 hours for the 100 year storm. Misc. Information The gas main connection shown on the plans cannot be connected as shown. Excavation of Yelm Ave East will not be permitted. This roadway was recently repaved and cannot be cut or potholed. A landscape and irrigation plan will be required. Please submit this with the next submittal. This will be required to complete the application submittal. Please review and revise your engineering drawings. Upon review of the resubmitted documents additional comments and corrections may be required. When you resubmit your package, please send 4 revised sets and two drainage reports.
