8347 Civil Review No 2January 9, 2004 Geoff Sherwin Apex Engineering, PLLC 2601 South 35th, Suite 200 Tacoma, Washington 98409 RE: Civil Review No. 2 for Prairie Plaza Short Plat City of Yelm Project No. SHS-03-8347-YL Dear Mr. Sherwin: I have reviewed the plans submitted and dated 12/09/03. (Date of PE stamp). The following are comments from the above referenced plans and need to be addressed on the future submittal. I have organized these comments by utility type. Water System: Show the crossings on the profile and verify 18” of vertical separation. If 18” of vertical separation is not available specify how this requirement is to be met. How will the new watermain be tested? Typically the new watermain is tested against an existing or new water valve. You may need to add a water valve to both connections to test against. Sanitary Sewer System: The STEP sewer box location on Lot 4 is in conflict with the access roadway for the Dairy Queen Project. The cover sheet shows the proposed asphalt paving area for the access. The STEP system does not require a sewer manhole at the end of line. The manhole should be removed and an end of line cleanout be added. See City of Yelm standard detail. The existing sewer main in Yelm Ave E appears to have been relocated on the electronic drawing. The main is parallel to Yelm Ave E. Remove the step tank detail. Remove step detail 7-25. Add the single sewer service detail. Storm Drainage Plans: I have reviewed the stormwater report. I can approve the stormwater facility for Plaza Road. I cannot approve the stormwater facility for Lot 1 at this time. No information has been included or submitted to the City of Yelm for development of this site. We can continue to review and approve these plans as they have been presented, however the approval will only be for Plaza Road short plat. Please contact me and let me know what your client wants to do. If he wants to proceed I will send you my comments for the storm water report. The storm drainage facility needs to be located in a separate tract. It cannot be located on another lot. This may be ok if you address this in the plat conveyances. The stormwater will be backing up in to the conveyance system to a standing elevation of 337.00. The stormwater system cannot back up into the conveyance piping. Please revise the elevations of the storm facility to fix this. Revise the wet tank detail to show the actual project installation. What is the restrictor plate orifice size? I was not able to locate it on the plans. A monitoring port will be required to be installed within the infiltration gallery. At approx. Sta 44+85 there will be a low point that will require a catch basin to collect the stormwater. Roadway Plan: The roadway width is not consistent throughout the length of Plaza Drive. The roadway is 40’ wide (curb flow line to curb flow line) at the beginning and tapers down to 36’. This needs to be shown clearly. Show another section, callout taper locations and elevations etc. Please review the construction sequence and up date it as required. The design needs to have structural roadway section shown on the plans. Show the stop signs being relocated and cross walk at Yelm Ave W/Plaza Rd. The typical curb ramps should be the details from the new Washdot F-3 details. Please revise and replace the detail on the cover sheet. Label roadway cross slope. Label elevations for the Algiers Drive driveway. The cement concrete approach has two options please cross out the one not being used. (Type 2) What is the traffic plan and how is the roadway going to be closed down for construction. All street signs should be per the MUTCD. There are conflicting callouts between MUTCD and Washdot. Misc. Information: A landscape and irrigation plan will be required. The approved for construction signature box needs say Development Review Engineer instead of Director of Public Works. Please review and revise your engineering drawings. Upon review of the resubmitted documents additional comments and corrections may be required.
