Description of Work
Shea & Carr will provide technical oversight and review of the various discipline reports prepared by the Thurston Highlands consultant team. In particular, Shea & Carr will assist the
city in reviewing and coordinating the following technical reports of the EIS:
Transportation
Sewer System
Water System
Storm Drainage
The work will also include attendance and participation at project team meetings with the city, consultant team and regulatory agencies throughout the EIS process (assumed to be 18 month
duration). It is expected that detailed infrastructure analyses will be completed by Shea & Carr for the transportation and water/sewer systems to assess available capacity and projected
need to serve the Thurston Highlands development. The actual scope and level of effort for this analysis will be determined once the project scoping of the EIS is completed.
Due to the complexity and nature of this project, an initial phase of work is proposed that will allow us to establish the overall work plans, scoping and process to fulfill the work
responsibilities listed above. We expect to complete the following work tasks over the next three month period:
Attend project EIS scoping meetings with city, consultant team and regulatory agencies
Attend project open house to observe the community interests and address technical questions

Organize and develop the technical resource team to conduct the EIS reviews and infrastructure analyses
Prepare work plans and budgets to complete the review and technical services requested by the city
Attend weekly project meetings with core city and consultant team (assumes 12 meetings)
Assumptions
Shea & Carr will complete the works tasks described above and as directed by the City of Yelm. A three-party agreement will be prepared between Yelm, Thurston Highlands and Shea & Carr.
Direct billing will be to the City of Yelm and all costs will be paid by Thurston Highlands. Perry Shea will provide the daily communication and coordination with the City of Yelm
and will be responsible for leading the technical resource team throughout the EIS process.
Estimated Fee
The estimated fee for this work will be billed on a time and materials basis in accordance with the attached billing rate schedule. An initial baseline budget of $18,000 is recommended
for this Phase 1 effort. If additional time is required that exceeds the baseline budget, Shea & Carr will notify the City of Yelm to receive written authorization prior to proceeding.
Schedule
This initial phase of work will begin on May 16, 2006 and extend over the next three month period. Following completion of this work, an additional budget and schedule will be prepared
to complete the other tasks as required.
