Water comments:
I have read most of the water resources section of the EIS and have
found nothing that states how much water is available and how much will
be needed. Instead I find statements like the following:
Chapter 3, Section
3:3.3 - 37 Thurston Highlands DEIS 6/10/08
The withdrawal of additional water from the regional aquifer by the City
of Yelm to expand its
water system to serve Thurston Highlands as well as other anticipated
growth within the City’s
water service area has the potential to impact other public and private
water systems if the
additional withdrawal would impact the static water level in the wells
used by other water
systems.
So the EIS writers, in all their wisdom, have let us know that taking
water from present Yelm for Thurston Highlands might have an impact. 2nd
graders could have come up with that!
Questions not answered are:
What is the Environmental Impact of taking the water?
What will the effect be on the present residents of Yelm?
Has the city gotten the approval of its application for additional water
rights that it applied for in 1994, 14 years ago?
If the rights are not granted then the EIS says:
"Development of the Thurston Highlands Master Planned Community is
dependent upon the
City obtaining additional water rights through the issuance of new
rights or the transfer of
existing water rights to the City."
Will the city go ahead with this project if the rights are not issued?
Commercial development comments:
The impact of 1 mio sq ft of new commercial development, apparently
primarily retail space, outside the Yelm core doesn't seem to fit the
City's vision of developing that core. That much retail space in the new
area will guarantee that the residents of the TH project will shop there
and not in Yelm.
In addition, the developers and the City seem to have no interest in
attracting any commercial interests except those that serve the
immediate needs of the residents, i.e. convenience stores, Laundromats,
formula food restaurant, etc. These provide the lowest level of
employment opportunities for residents either of the new development or
for present Yelm.
Where are the commercial enterprises, the research facilities, the
educational services that will create high paying, real employment for
the city and allow it to develop as more than just a strip mall bedroom
community?
