Box 479 Yelm, WA 98597   To: Agencies with Jurisdiction and Expertise, and Native American Tribes From: Tami Merriman, Assistant Planner Community Development Department Date: April 19, 2006 Re: EIS Scoping for Thurston Highlands Conceptual Master Site Plan The City of Yelm has received an application for a Master Planned Community, proposed on a 1,251 acre site within Yelm. A Determination of Significance and Request for Comments on the Environmental Impact Statement Scope of Work has been issued, and is attached for your review and comment. The development of this project provides an opportunity for our City, the community, and supporting agencies to shape our future. Establishing the scoping of the Environmental Impact Statement is the first step to ensuring the most complete and in-depth document. This document will then provide a full and fair discussion of significant environmental impacts and inform decision makers and the public of reasonable alternatives which would avoid or minimize adverse impacts. The City of Yelm is seeking representatives from the various agencies and tribes to promote cooperative consultation on issues such as roads and transportation, public services, safety, and utilities, fish and wildlife, earth, air and water, schools, and land use. The City is providing an extended comment and scoping period (35 days) to allow everyone an opportunity to fully review and comment on the draft scope. This mailing is addressed to Agency and Tribal contact persons we have identified using various publicly available sources. We would appreciate your assistance by providing the most appropriate person within your agency to participate in meetings to discuss the draft scope for this project. Please provide and/or confirm ( by Tuesday, April 25th ( the name, title, telephone number, and e-mail address for each contact person within your organization. We will be contacting agency and Tribal representatives shortly after April 25th to begin scheduling scoping meetings. Enclosed for your review are informational documents prepared and posted on the City’s website (www.ci.yelm.wa.us) regarding the proposed project and upcoming public participation opportunities. These documents include: the Notice of Application, the Determination of Significance and Scoping Notice, and notice of the first open house: April 25th, 5:00 to 8:00 PM at the Yelm Middle School.
