Box 479 Yelm, WA 98597   December 20, 2006 Keith Moxon Buck & Gordon, LLP 2025 First Avenue, Suite 500 Seattle, WA 98121-3140 Dear Keith: This is in response to your public records request submitted via email on December 20, 2006, regarding the ongoing preparation of a Draft Environmental Impact Statement for the proposed Thurston Highlands Master Planned Community. You requested records relating to the development of the transportation section of the Draft EIS, noted in your request as a Traffic Impact Analysis. After discussing the records request with the City’s Transportation Consultant, Perry Shea of Shea & Carr, I estimate that it will cost between $1,500 and $2,000 to fulfill the request and anticipate that it will take until January 19, 2007, to gather all available records that are responsive to your request. The anticipated cost is based on Mr. Shea’s estimate that it will take approximately 12 hours of time for his staff and sub-consultants to prepare the response and based on Shea & Carr’s standard billing rates pursuant to their on-call agreement with the City. In response to your specific requests for records, I offer the following summary of what will be provided. All documentation for the travel forecast model development effort including: The Traffic Analysis Zone structure for the defined sub-area. This will be provided in the form of a map in Adobe Acrobat portable document format. The land use tables by zone for population and employment estimates for the base year and future year of analysis. This will be provided in the form of a spreadsheet in Adobe Acrobat portable document format and can also be obtained from the EMME/2 data addressed below. The defined road network for the base year and the alternative road networks for the future year analysis. This will be provided in the form of a map in Adobe Acrobat portable document format. I would caution that, as part of the development of the Draft EIS, a number of road networks will likely be reviewed, many of which will not be discussed as part of the Draft EIS. This review of alternatives will generate work products that are draft in nature, will not be relied upon in a published document, and will not be subject to public disclosure pursuant to Section 42.56.208 RCW. However, by copy of this letter, I am directing Shea & Carr to begin work towards fulfilling your records request and expect that you agree to cover any charges incurred by the City to fulfill the request. If my understanding is mistaken, please contact me as soon as possible so I may limit the City’s expenditures to fulfill your records request.
