Second Review of Civil – Site Construction Documents
Mr. Foley:
The City of Yelm has completed the initial review of the proposed Subdivision. Your application included:

We have reviewed the plans for compliance with the City of Yelm Development Guidelines, the DOE Stormwater Manual and general standards of civil engineering practice. The following
comments need to be addressed before the plans may be approved for construction. Our comments are summarized below:
STEP Sewer Plan:
Please show on the plans sheet 9 of 14 that water and sewer assemblies and components are meeting the 10’ horizontal separation requirement.
The 2 gate valves shown by the 45 degree bends should be eliminated. Only 1 gate valve should be provided for this project and it should be located at the mid point of the pipeline.
All fittings should be Slip X Slip with thrust blocks. No MJ fittings are allowed.
If pavement is to be placed for the driveways for lots 8 and 11 during this project, the service lines and toning wire will need to be installed.
Vertical 22 ½ degree bends are shown on the drawings in the 2” main. These are shown as MJ fittings. No MJ fittings are allowed. And all bends need thrust blocking. I suspect that these
bends could be accomplished with a slight deflection of the pipe.
Please replace the standard details with the current approved details.
Water Plan:
The developer is responsible for the cost of the fire hydrant locks and the City of Yelm Water Department will order and install them.
The well must be decommissioned PER DOH and DOE regulations and a copy of the report sent to the City of Yelm Water Department. Please add this note to the plans that states this.
At sta. 6+84.5 the blow off at the end of the main will need to have the same size gate valve on the main. Please add an eight inch gate valve.
Please relocate the sewer services for lots 1 and 22 to the north property corners.
Please replace the standard details with the current approved details.
Landscape and Irrigation Plan:
Hydroseed all planter strips and storm ponds. Not shown on all required areas of landscape plans.
Clean and reseed if needed the area between the “Durant Street Path” and the back of perimeter fencing along the west property line. This area is not noted on landscape plans.
Locate street trees a min. of 5 feet from utility boxes (water meters / sewer boxes).
Street trees on “non-sidewalk” side of street to be planted within the 5-foot planter strip directly behind curb, not on private property.
Clearly show access to the “Durant Street Path” from the development, pathway location and materials.
Display hydroseed within all planter strips and storm ponds.
A complete irrigation plan needs to be submitted and approved prior to civil plan approval. See conditions of approval no 13.
The irrigation meter size needs to be called out on the plans.
The landscape plan does not have any details for the construction of the perimeter fence. Please add these to the plan.
Misc Comments:
The cover of the construction plans notes a 17’ legal description gap that you are adding improvements too. You will be required to show ownership of this area prior to final plat approval.
The civil plans will be approved however this does not alleviate the responsibility of the owner to show ownership of this area.
The mail box locations need to be approved by the Yelm Postmaster. The city will not support the mail boxes being located on the corner as shown. The mailboxes also must be a CBU design.
The detail that you have shown on the plans is no longer approved for use in Yelm. Please remove detail 4-26 and add detail for a CBU.
Engineering Comments:
The construction plans need to call out all signs to be installed. This should include speed limit sign, future street sign etc.
Mitigation measure C. requires a cul-de-sac to be installed at the end of Road A. This comment was previously noted on review no. 1. The hearing examiner stated that the “The cul de
sac bulbs are not required and the applicant can keep the roads the way they are without them. The statement was referring to the widened areas at lots11/12 and 18/19. This statement
did not predicate the requirement of the cul-de-sac requirement as noted in the MDNS.
The chain link fence called out around the storm pond conflicts with the board fence called out on the landscaping plans. If a chain link fence is going to be installed it must be black
or green vinyl coated to meet City specifications.
All driveway and access approaches to be installed in the public right of way must be constructed with concrete and have a brushed finish.
Review No 1 required an additional street light to be installed at 1+15. Please show this light being installed.
The street lighting design proposed does not meet the current installation for street lighting. Please contact Jack Flannick of PSE at 425-456-2595 for the appropriate street light
information.
Please review and revise the plans to address the above referenced comments. When the project is resubmitted you will need to submit 4 sets of plans, 2 stormwater reports. The project
engineer should include a written response with the resubmittal, indicating how all the review comments above have been addressed or responded to. This will significantly expedite our
