Thank you for the opportuniTy [o comment on the notice of application for the Rainier V iew Estates project (Case: SUB-OS-0531-YL), located at 9910 Southeast Durant Street, as proposed by BASELINE Engineering. The Department of Ecology (Ecology) reviewed the information provided and has the following wmment(s): WATER QUALITY: Margaret Hill (360) 407-0246 Any discharge of sediment-laden runoff or other pollutants to waters of the state is in violation of Chapter 90.48, Water Pollution Control, and WAC 173-201A, Water Quality Standards for Surface Waters of the State of Washington, and is subject to enforcement action. Erosion control measures must be in place prior to any clearing grading, or constmc[ion. These conlrol measures must be effective to prevent stormwater runoff from carrying soil and other pollutants into surface water or storm drains [hat Icad to waters of the state. Sand, silt, clay particles, and soil will damage aquatic habitat and are considered [o be pollutants. Coverage under the National Pollution Discharge Elimination System (NPDES) and Slate Waste Discharge General Permit for Stormwater Discharges Associated with Construction Ac[iviT.es is required for consVUCtion sites which disturb an area of one acre or more and which have or will have a discharge of stormwater to surface water or a storm sewer. Soil in stockpiles should be stabilized or protected with sediment-trapping measures to prevent sail loss. All exposed areas of final grade or areas that are not scheduled for work, whether a[ final grade or otherwise, shall not remain exposed and un-worked for more than two days, between October I and April 30. Between May I and September 30, no soils shall remain exposed and un-worked for more than 7 days. Clearing limits and/or any easements or required buffers should be identified and marked in the field, prior to the start of any clearing, grading, or construction. Some suggested methods are staking and flagging or high visibility fencing. Properties adjacent to the site of a land disturbance should be protected from sediment deposition through the use of buffers or other perimeter controls, such as filter fence or sediment basins. i0 May 12, 2006 Page 2 Provision should be made to minimize the tracking of sediment by construction vehicles onto paved public roads. If sediment is deposited, it should be cleaned every day by shoveling or sweeping. Water cleaning should only be done after the area has been shoveled out or swept. Wash water from paint and wall finishing equipment should be disposed of in a way which will not adversely impact waters of the state. Untreated disposal of this wastewater is a violation of State Water Quality laws and statutes and as such, would be subject to enforcement action. Source control Best Management Practices (RMPs) such as plastic covering mulch, temporary seeding, and phased clearing (for example) should be used to control erosion during construction. More examples of effective source control BMPs can be found in Ecology's two stormwater management manuals, Smrmwater Managenaen( Manua] for Puget Sound (/992) and Srormwa(er Ma+mgemen( Manual for Wesrertt Washington (2001).
