Box 479 Velm, WA 98597 RE: Green Village Subdivision SCA #04116 Dear Tammi The preliminary plat for the Green Village Subdivision was submitted with the recreational center included in the open space calculation for the site thus requiring the construction of [he facility prior to final plat approval. CHANGE REQUEST: Sunshine Olympic Ent. Inc. requests postponement of construction of the On-site Managed Activity (recreational) Center until after Fnal Plat approval. This change request is based on a recent preliminary cash-flow projection, securiTy considerations (i.e. vandalism & burglary), and prohibitive start-up cost associated with management /maintenance if constructed before final plat completion. ACTIVITY CENTER ASSURANCE /COMMITMENT: Sunshine Olympic Ent. Inc. agrees the building permit for the thirty-fifth home would not be issued until after the activity center is under constmction, or post a performance bond and or other legally binding instrument as required by City of Velm to insure the construction of this facility occurs after final plat approval. ACTIVITY CENTER CONSTRUCTION TRIGGER: The Activity Center's application for building permit will be submitted when the thirty-fourth pre-sale is finalized. Immediate constmction of the Activity Center will commence at building permit issuance. Based on current sale projections, the thirty-fourth pre-sale will occur nine months after the first pre-sale. This timeline is a conservative estimate, and is based on current market conditions. The Managetl Activity Center will require at least one Lull-time manager /project coordinator, and at least two part-time maintenance/ janitorial and landscape personnel. Activity Center employees will be paid an annual salary or hcudy rate. This facility will be available to all the resitlence living in this development. The Center is not open to the general public. Neighborhootl association dues will pay for specific landscaping requirements and complete facility operations. OPEN SPACE RELATED: The amount of open space proposed in the current preliminary plat exceeds the City's open space requirement of five percent. With removal of the recreational canter from the open space tracts the amount of open space provitle will still exceed the City's requirement. Therefore a revised preliminary plat has been prepared which excludes the center form the open space tracts and provitles for a separate tract for the center and associated parking lot to be dedicated to the homeowner association after construction of the facility.
