During the Environmental review of your application for a subdivision (Green Village 05-SUB-0058-

with applicable City regulations. '
Specifically, the proposed modified City street standard within the Green Village Subdivision was
discussed at length, and the Committee determined that it will not recommend approval of the
proposed modification to the adopted City street standards to the Hearing Examiner. The proposed
deviation from the approved street standards would create potential significant impacts to public
services in .the form of additional street maintenance and emergency service access, as well as
creating a traffic safety hazard.
Additionally, the use of alternative stormwater treatment technologies are not appropriate for street
frontages, as proposed in the preliminary drainage reports.
At this point in the preliminary plat approval, you may revise your subdivision application to include
standard City of Yelm street sections and stormwater treatment. Because these changes necessarily
change the project layout, the City will not issue a threshold determination pursuant to SEPA until the
site plan is updated to reflect the required changes.

Thank you for the opportunity to comment on the notice of application for the Green Village Subdivision
project (Land Use Case No. SUB-OS-0058-YL) located between Mt. View and Burnett Roads as proposed
by George Hom. We reviewed the environmental checklist and have the following comments:
WATER QUALITY: Margaret Hill (360) 407-0246
E`rosion control measures must be in place prior to any clearing, grading, or construction. These control
meas'ures must be effective to prevent stormwater runoff from carrying soil and other pollutants into
surface water or storm drains that lead to waters of the state. Sand, silt, clay particles, and soil will
damage aqu'atic haliitat arid are considered to be pollutants.
Any discharge of sediment-laden runoff or other pollutants to waters of the state is in violation of CHapter
90.48, Water Pollution Control, and WAC 173-201A, Water Quality Standards for Surface Waters of the
State of Washington, and is subject to enforcement action.
During construction, all releases of oils, hydraulic fluids, fuels, other petroleum products, paints, solvents,
and other deleterious materials must be contained and removed in a manner that will prevent their
discharge to waters and soils of the state. The cleanup of spills should take precedence over other wark
on the site.
Coverage under the National Pollution Discharge Elimination system (NPDES) and State Waste
Discharge General Permit for Stormwater Discharges Associated with Construction Activities is required
for construction sites which disturb an area of five acres or more and which have or will fiave a discharge
of stormwater to surface water or a storm sewer.

application to be complete on April 1, 2005. The application and any related documents are available for

PROJECT DESCRIPTION: 52 single family lots on ten acres
ENVIRONMENTAL and OTHER DOCUMENTS SUBMITTED WITH THE APPLICATION: An
Environmental Checklist, Preliminary Drainage Report, Traffic Impact Analysis, Landscape Plan, and Site
Plan were submitted with the application.
Additional Information or Project Studies Requested by the City: None at this time.
No preliminary determination of consistency with City development regulations has been made.
At minimum, this project will be subject to the following plans and regulations: City of Yelm
Comprehensive Plan, Zoning Title (17), Critical Areas Ordinance (14.08), Storm Water Drainage Design
and Erosion Control Manual (DOE), Uniform Building Code, State Environmental Policy Act (SEPA) Title
(14), Road Design Standards, Platting and Subdivision Title (16), and the Shoreline Master Program.
The City of Yelm invites your comments early in the review of this proposal. Comments should be
directed to Tami Merriman, Community Development Department, P.O. Box 479, Yelm WA 98597, 360-
458-3835.
THE 15-DAY PUBLIC COMMENT PERIOD ENDS AT 5:00 PM ON APRIL 19, 2005.
This notice has been provided to appropriate local and state agencies, and property owners within 300
feet of the project site. These recipients, and any others who submit a written request to be placed on the
mailing list, will also receive the following items when available or if applicable: Environmental Threshold
Determination, Notice of Public Hearing and Notice of Final Decision. If the proposed project requires a
City Council decision, it will be mailed to all those who participate in the public hearing and to anyone else
requesting the decision in writing. Additionally, there will be a 14-day public comment period if an
environmental determination is issued. Opportunities for appeal occur within finrenty one (21) days after
the date the environmental determination is issued. City Council decision can be appealed through
Superior Court. Appeals of site plan review decisions may be filed within 14 days of Notice of Final
Decision.

Dear Mr. Hom:
On February 24, 2005, the City received your application for the Preliminary Plat referenced above,
and 'nas iound inat ine appiicaiion is incompieie. H i ranic impaci Hnaiysis is requirea, and there is
some information missing from the site plan.
From the checklist located with the application, the following items are missing from the site plan:
Plat Map
11. Location of wells and septic systems on or within 200 feet of the property.
14. Location and size of existing and proposed sewers, water mains,
15. Location widths and names of all existing and proposed streets, sidewalks, ... within or
adjacent to the proposed subdivision.
16. The grade and curve radii of curves of existing and proposed streets within the plat.
17. The layout and dimensions of existing and proposed street and alley rights-of-way.
The plat does not show proposed road frontage improvements, and the dimensions of all lots must be
shown on the face of the plat.
The proposed internal street does not meet our standards, and complete details are required for us to
review the requested changes.
Please resubmit the site plan with the required information, and the Traffic Impact analysis so that we
may proceed with your project review.
