Mr. Meyers:
The City of Yelm has received a second submittal of the proposed espresso stand located at 706 Yelm Ave E. Your application included:
Sewer plans from A-Sound Environment dated 9/16/06, rec. 10/17/06
Plan and profile sketch of Landscape Fountain, hand drawn
We have reviewed the plans for compliance with the City of Yelm Development Guidelines, the DOE Stormwater Manual and general standards of civil engineering practice. The following
comments need to be addressed before the plans may be approved for construction. I also have included the Conditions of Approval and how I see you meeting the requirements of land use.
STEP and Water Engineering Plans:
The sewer plans need to show the sewer control panel location and a hose bib within 75’ of the new step tank.
The engineering plans do not address the how the connection is to be made or details required for the connection. This needs to be shown on the engineering plans.
The proposed landscape fountain will require a Reduced Pressure Backflow device. Please add the City of Yelm water detail No. 6-17.
The Land Use Conditions of Approval required the applicant to submit water use calculation for the proposed stand. Please submit this information with the next submittal.
Conditions of Approval:
The applicant shall mitigate traffic impacts to the transportation system. Mitigation includes payment of the Transportation Facility Charge (TFC). The TFC charge for the Espresso
stand is based on 36.53 new pm peak hour trips generated. The TFC charge for the Espresso stand, based on 360 square feet is $9,862.50. These fees need to be paid at building permit
issuance.
The applicant shall connect to the City water system. The cost to connect shall include a fee of $1,500.00 per Equivalent Residential Unit (900 cubic feet per month) (fee subject to
change). The number of ERU’s will be calculated on water usage based on the design capacity of the new facility. The applicant shall provide proposed water usage calculations in the
civil plan submission. Water connection fees are paid at building permit issuance. Please submit water use calculations.
All conditions for cross connection control as required in Section 246-290-490 WAC. A reduced pressure backflow assembly will be required because of the water fall. Show on the engineering
plans
The applicant shall pay a fire protection impact fee. The impact fee for 2006 is $0.216 per sq. ft. of new development, and is payable at building permit issuance. Fees to be paid
at building permit issuance.
If new fire hydrants are required, the applicant shall be responsible for the installation of hydrant locks on all fire hydrants required and installed as part of development. The applicant
shall coordinate with the Yelm Public Works Department to purchase and install required hydrant locks. Hydrant lock details shall be included in Civil Plan Submission. No fire hydrants
will be required.
The applicant shall connect to the City S.T.E.P. sewer system. The cost to connect shall include a fee of $5,569.00 per ERU with a $145.00 inspection fee per connection (fee subject
to change). The number of ERUs required will be determined by approved water consumption calculations submitted as part of the civil plans. Sewer connection fees are paid at building
permit issuance. All S.T.E.P. tanks shall be designed to the specifications of the City of Yelm Development Guidelines, including a maximum depth to the tank invert of 6 feet below
finish grade. The water calculations will allow the sewer fees to be calculated. Fees will be paid at permit issuance.
Parking shall be provided in accordance with the City of Yelm Development Guideline standards The site plan needs to show the parking stalls dedicated to the espresso stand employees.
If it is part of the current parking area of the gas station, then a joint parking agreement must be submitted to Community Development Department.
The civil plans shall include a complete detailed landscape plan including provisions for street corner enhancement. The civil plans need to show the connection to the water system
and electrical.
Building elevations must be consistent with the Yelm Design Guidelines for the mixed use district. This would be part of the building permit application. Please coordinate with Gary
Carlson, building official, 360-458-8407.
Please review and revise the plans to address the above referenced comments. When the project is resubmitted you will need to submit 4 sets of plans. The project engineer should include
a written response with the resubmittal, indicating how all the review comments above have been addressed or responded to. This will significantly expedite our review of the project.
