Kevin -
I am not sure what happened to the roadway alignment during construction. The approved plans show one design and the contractor appears to have changed the curb alignment some but after
looking at the roadway we are going to accept the roadway as constructed.
However, the fence design will need to be changed some. It appears that you are using the 4x4 fence posts to connect the concrete retaining wall slabs and leaving the 4x4 posts in place.
These posts will degrade and eventually rot at the dirt line.
The wall must be constructed with continuous concrete and have a footing to support the wall and earth surcharge. This is located inside the right of way and will be owned by the City
of Yelm. Since the wall is less than 4’ in height a structural engineering analysis will not be required however we will be reviewing it for footing and rebar locations.

Jim,
thanks for the response.
1. Why is the sidewalk meandering instead of being installed per the approved plans? Actually both the sidewalk and curb meander (the detail didn't reflect the curb curvature).
When the crew installed the curb they followed the roadway as it curves into the cul-de-sac keeping the roadway width the same instead of putting in a tangent as the plan showed. It
really turned out better with the curves and the roadway and cul-de-sac are still designed per the standards.
2. The wall needs to have some sort of “L shaped” footing or standard footing to keep the wall from falling over due to the surcharge of the back fill. The bottom of the wall
will be keyed 0.25' below finished grade to keep it from being pushed over and the wall sections will be connected through the fence posts with the rebar. The wall sections will be poured
between the fence posts which are secured with concrete in the ground. This will keep everything in its place.
3. If the wall is only 4” thick how are you going to install the fence on top of the wall? The standard cedar fence post is a 4”x4”. Are you proposing something different? As
stated in #2 the fence posts will be secured in the ground and won't rely on the wall to keep the fence in place. The fence panels will rest on the top of the wall but attached to the
posts.

The construction of the sidewalk along the East side of the Dotson property created a fill slope which encroached on the Dotson property. At Ms. Dotson's request we would like your approval
to construct a short wall to eliminate the fill on her property. Please review the attached detail and provide us an approval or comment so we can complete the final of construction
the fence.
