Dear Rocky:
1 have reviewed your request for an alternate water schedule to that approved as part of
your reclaimed water user agreement that you submitted to the Community Development
Department.
Your request to use reclaimed water during daylight hours in order to keep the ground
moist through use of the irrigation system 4 to 6 times per day for very short durations, in
order to dampen the top 1 /4" of soil, is hereby approved with the following conditions:
/ The total amount of reclaimed water used shall not exceed that outlined in the
user agreement.
/ The use of reclaimed water during daylight hours shall cease no later than
October 31, 2007.
/ 'the School Districts use of reclaimed water during daylight hours is secondary to
other users who may have agreements that allow daytime usage, [he District can
expect pressures to be less than optimal for the Districts needs during daylight
hours, when other users are online.

Dear Mr. Beck:
Attached are letters of concern from our Landscape Arohdect and Landscape Contractor regarding
the availability of reclaimed water.
Please note that it is their opinion that wtthout water available during the daylight hours we will be
unable to support the establishment of the new landscaping.
There are alternatives to the use of reclaimed water for this purpose addressed in the attached
letters. Please review these proposals and provide direction to the district.

With the reclaimed watering schedule allowance only at night, this will affect the fields Seed
gerrrrination. New seed will need to watered 3-times daily to achieve germination. If SLI
cannot water during the day, then SLI cannot guarantee gernmination, and will void there
warrarrTy. Please forward on [o the design team for their direction.

Dear Stan,
As you know the contractor is working towards completion of Bid Alternate N4, which includes the new football field and
softball field at Ridgeline Middle School. I am concerned that the contractor will be unable to adequately germinate and
grow in the grass on these two fields using the reclaimed source for irrigation. Newly germinating grass requ'ved irtigation
during daylight hours in order [o ensure that th< seed bed does not dry out and kill the young grass plants. Typically, [he
irtigation mns 4-(i times per day for very short durations, just enough time to wet down the top '/" of soil.
There are two alternatives for irtigation That will allow the contractor to complete their work and provide the owner with a
satisfactory product:
I. Obtain permission from the City to provide a temporary tie-in to domestic water offa nearby hydrant for operation
of the irtigation during the day, through the end of the fall growing season. This would involve keeping [he new
parr of [he irtigation system completely separated From the existing, so as to ensure no cross connection or
contamination. Once use of the temporary hydrant connection is terminated and disconnected, the new irrigation
could be plumbed back into the existing system and operated on reclaimed water from that point on.
2. Use [he reclaimed water for germination ofthe new grass. This would require obtaining permission from the City
to operate the system during daylight hours in order to keep [he ground moist as mentioned above. This option is
further complicated by the spikes we have seen in the pressure of the reclaimed system during the day. This would
likely result in compromised performance oCthe system, and spotty germination as a result.
Please let me know what we can do to get this issue resolved. I would be happy to meet with you and the City to discuss in
more detail. The comractor is intending to seed the fields by September I5, 2007, and irrigation water will be needed
through the end of October.
