Trip Generation Report 001Tr spor'ceuan Ple nning 6 E nginaoring February 16, 2006 Mr. Jeff Kennedy Twin County Credit Union PO Box 718 Olympia, WA 98507-0718 Re: Twin County Credit Union Expansion Trip Generation/Impact Fee Report Dear Mr. Kennedy: We are pleased to present this trip generation/impact fee report for the proposed 2,585 SF expansion of the Twin County Credit Union. The project site is located at 1105 W. Yelm Avenue (SR 510) in the City of Yelm, WA. The scope of this study is based on the City of Yelm Municipal Code Chapter 15.40, Concurrency Management, and the Pre-Application Meeting comments, dated May 4, 2005, provided by the City of Yelm Community Development Department. PROJECT DESCRIPTION This project proposes to expand the existing Twin County Credit Union building by 2,585 SF. It will also increase the number ofdrive-in teller lanes from two to four lanes. There will be a maximum of 15 employees at the site after the project is completed. Jerone W. Morrissette & Associates Inc. told us that they used 15 employees maximum for the sewer calculations. Site access is from W. Yelm Avenue and will remain unchanged. EXISTING CONDITIONS The Twin County Credit Union building currently has 3,342 SF and two drive-in teller lanes. Access to the site is from W. Yelm Avenue, which has two driveways. Based on conversations with Mr. Jeff Kennedy, there are currently ten employees at the sRe during the PM peak hour. TRIP GENERATION The trip generation estimates are calculated using the data in the Institute of Transportation Engineers (ITE) Trip Generation, Seventh Edition, 2003. Banks in this category may also serve patrons who walk into the building. Trip generation rates for Drive-in Banks are given for three independent variables: employees, 1000 SF gross floor area, and drive-in lanes. This data is a weighted average from studies which have been conducted from the mid-1970s to the 2000s throughout the United States. The Twin County Credit Union project will increase the square footage of the building from 3,342 SF to 5,927 SF, which is a 77% increase. The number of employees will increase from 10 to 15, which is a 50% increase. The drive-in lanes will increase from two to four, including an ATM lane, which is a 100% increase. The size of the site remains constant but there will be a reduction in parking spaces from 41 to 36, or 12%. In recent years banking options have changed. Both ATMs and Internet banking have changed the nature of in person transactions at banks. ATMs at the site generate trips 24 hours a day instead of just during the traditional hours that the bank is open. This is true for both walk-in and drive-in ATMs. Thus, many trips which used to happen during the PM peak hour before the bank or credit union closed can now be made at any time. Since many quick transactions (deposits, cash withdrawals) can now be done at the customer's convenience without regard to whether or not the bank is open, it is expected that a higher percentage of transactions occurring while the bank is open would now be lengthier transactions, such as loan applications. The ITE Trip Generation Handbook states that when a choice of independent variables is available, the preferred independent variable is one that appears to be a "cause' for the variation in trip ends generated by the land use. The Twin County Credit Union project is an expansion to an existing building. This project includes providing larger offices and more work space for existing employees, so square footage may not be the best choice of independent variable in this case. The increase in employees will allow the credit union to serve more customers, who generate trips to and from the site. The increase in drive-in lanes will increase the queue space available for customers, but how fast they move through the queue and off the site is dependent on the employees serving the drive-in lanes, except for ATMs. Trip Generation does not include any data relating specifically to ATMs, except to state that drive-in lanes with ATMs are included in the count for number of drive-in lanes. Based on currently available data, we recommend using number of employees as the independent variable to calculate trip generation for this project. YO]0005 mp°rt-tlraR tl°c ~_ . Mr. Jeff Kennedy Twin County Credit Union 2/16/2006 Page 3 Table 1 shows the estimated vehicle trip generation for the proposed Twin County Credit Union building during the street traffic PM peak hour based on number of employees. A vehicle trip is defined as a single or one direction vehicle movement with either the origin or destination (exiting or entering) inside the study site. The trip generation values shown in Table 1 account for all site trips made by all vehicles for all purposes, including employees, customers, and delivery vehicle trips. Table 1: PM Peak Hour Trio Generation Employees Trips per employee Total Trips Current 10 8.65 87 Future 15 8.65 130 Increase 5 8.65 43 As shown in Table 1, approximately 43 net new PM peak hour vehicle trips are expected to be generated by the proposed Twin County Credit Union project on an average weekday. Access to Twin County Credit Union is directly off SR 510, also known as W. Yelm Avenue in the area of this project. This portion of SR 510 is classifed as a minor arterial by WSDOT. Average daily traffic in 2004 was approximately 15,000 vehicles. Trio Generation Handbook defines apass-by trip as an intermediary stop on the way from an origin to a primary trip destination without a route diversion. For Land Use 912, Drive-in Bank, the average pass-by trip percentage is 47. The total trips are reduced by the number of pass-by trips to determine the number of new trips generated by this project. This is shown in Table 2. The City has adopted a TFC of $750.00 per PM peak hour trip. Using this rate and the 23 new PM peak hour trips from Table 1, the TFC is $750.00 x 23 = $17,250.00. CONCLUSIONS AND RECOMMENDATIONS The Twin County Credit Union project should agree to pay the Citys Transportation Facility Charge for the new trips generated by the project based on the increase in number of employees. Using the City's TFC rate of $750.00 per PM peak hour trip, the Twin County Credit Union project is calculated to have a TFC of $17,250.00.
