Morrissette and Assoc. 1700 Cooper Point Road SW #B2 Olympia, Washington 98502 RE: Civil Engineering Review No. 2 Christensen Commercial Center – Furniture Building City of Yelm Project No. CIV-03-8356-YL Dear Mr. Tauscher I have reviewed the plans submitted and dated 08/16/04. (Date of PE stamp). The following are comments from the above referenced plans and need to be addressed on the future submittal. I have organized these comments by general category. Site Plan: Show proposed right of way to be dedicated on SR 507. This should be a heavy bold line easily seen on the plans. End SR 507 sidewalk at 100-year flood zone. Also show ADA ramp returning to the asphalt at the same area. The end of the SR 507 sidewalk should be at the same grade as the curb along side the roadway. Revise the grading to accommodate this. The retaining wall design as shown should be designed and sealed. The wall is greater than 4’ and is in a fill area. This requires the professional stamp. Storm Drainage Plan: All of the frontage storm water runoff needs to be collected and routed to the stormwater system. By developing the frontage it is the applicants responsibility to control and treat the stormwater associated with it. The stormwater facility sizing will be sufficient for the parcel 3-phase 1, right of way and frontage of the project. The remaining portion of the project has not been included in the pond sizing. This is ok as proposed. However when you submit for a building permit on the other 3 parcels or building pads additional stormwater mitigation will be required. This facility has not been sized for the other 3 lots. The minimum slope allowed for a storm drainage pipe is 0.50%. Please revise the pipe slopes to meet these criteria. Drainage Report: Add Appendix F. The basin map should show the limits of the basin area being routed to the drainage facility. Water Plan: The water services as you have proposed are consistent the City of Yelm development guidelines. The 2” service lines were ok however you had 1” taps shown on the plans. Both service line sizes are ok, just be consistent so the tap size is the same as the line size. Show the valve location for the fire hydrant. It should be an FLxMJ 6” gate valve located at the tee. Show all thrust blocking required for the construction of the watermain. Please submit fire hydrant flows and calculations showing these hydrants will provide the required fire flow. I will be forwarding this information in a separate letter. The existing onsite well needs to be decommissioned as part of the project. Show the well location on the construction documents. Sewer Plan: Show all thrust blocking required for the construction of the sewer main. The sewer services as you have proposed are consistent the City of Yelm development guidelines. The 2” service lines were ok however you had 1” taps shown on the plans. Either service line size is ok just be consistent with the tap size. The end of line cleanout at 3+00 should be per detail 7-20. The service should be tee or a saddle before the start of the end of line cleanout. The minimum commercial step tank size is 1500 gallons. Please revise the plans to reflect this requirement. The plan still refers to a 1,000-gallon step tank. Note: The side sewer of the step tank is the responsibility of the owner to maintain. This is not part of the public step system. Landscape Plan: All of the planter strips need to be hydro seeded. The west side of the refuse area needs to have some planting added. Landscaping around the pond area, see redlines. The irrigation plans have not been submitted at this time. Irrigation is required for right of way landscaping. Misc. Information: The SR 507 improvements have not been shown on the plans. The SR 507 plans will need to be reviewed by the Washington State Department of Transportation and the City of Yelm. Typically it will take 6-9 months for the DOT to review the frontage improvements plans. This approval will take longer than the city review of the plans. The occupancy of the building may be held up until the frontage improvements are completed. This review of the plans has not addressed any information for SR 507 or the frontage improvements. Please revise and resubmit the construction documents with a letter addressing how each comment has been addressed.
