Response to Comment Letter Dated January 7, 2008
Dear Mrs. Grimm:
The City of Yelm is presenting a revised set of construction drawings and a project report for the above referenced project. These documents have been revised by KPFF and resubmitted
to the City of Yelm for review prior to this submittal to the Department of Health. Upon receipt of the plans and a subsequent water hammer analysis we are satisfied that all comments
from your review letter were addressed. The following is an item by item response for the 5 comments that were made in your January 7th letter to KPFF Consulting Engineers.
The operating sequence of the pumps has been clarified in the project report. The three larger pumps will alternate the led/lag position to equalize the rum time on all the pumps.
The plans and report have been updated to include the remote terminal unit to connect to the City of Yelm’s SCADA system.
A sample tap at the booster station, a common suction side pressure gauge and check valves on the discharge side of the pumps have been shown in the booster station design.
There has been an exhibit added to Appendix E of the report showing the City of Yelm’s 2002 Water Service Area. This exhibit shows the project location and the booster station location
within the project boundaries.
This service area was included in the 2002 Water Service Plan. Upon receiving an application for development the City realized that the extension of the existing water system did not
have adequate water pressure or flow to meet minimums due to the topography of the site. At that time a water booster station was required as part of the project approvals. A booster
station was not addressed for this location at the time of the adoption of the 2002 WSP. However the WSP did include Chapter 7 – Distribution Facilities Design and Construction Standards
that outlined the process.
When we received comment no 5, Tim Peterson, Public Works Director contacted you on January 30th to discuss what would be needed for the submittal to meet the requirements of amending
the WSP for the Forrester Height Booster Station. You required 5 items in the email and they were labeled a thru e. Please see below for a response to each of these items.
A hydraulic analysis evaluating pressures and velocities of the area serving and served by the booster station has been included in the project report supplied by KPFF.
The water booster station estimated cost of construction is $120,000.00 dollars and will be completely funded by the developer of the Forrester Estates Subdivision.
The area to be served by the water booster station is included in the 2002 WSP. Appendix E has been added to the project report illustrating that this area is not increasing the area
of the 2002 WSP. (Also see response and comment above)
Attached is the updated Coli Monitoring plan.
Attached is a completed water rights self-assessment and system capacity analysis.
