Box 479 Yelm, WA 98597   November 3, 2006 Mark Steepy KPFF Consulting Engineers 4200 6th Ave SE Suite 309 Lacey, WA 98503 RE: Forrester Heights Phase 1 – SUB-05-0458-YL Initial Review of Civil – Site Construction Documents Mr. ______: The City of Yelm has completed the initial review of the proposed __________. Your application included: Add documents that have been reviewed We have reviewed the plans for compliance with the City of Yelm Development Guidelines, the DOE Stormwater Manual and general standards of civil engineering practice. The following comments need to be addressed before the plans may be approved for construction. Our comments are summarized below: Cover Sheet (1 of 18): Change the “approval expires” line in the Approved for Construction box to “Approval Expires One Year after Approval Date”. Change the follow phone numbers to Public Works 458-8406, Water Service 458-8410, Sewer Service 458-8411, Telephone Service is now FairPoint. Add Hearing Examiners conditions of approval. Legends, Abbreviations and General Notes (2 of 18): Remove number 22 from the Sewer notes Site Plan (3 of 18): Complete the Project Information entries. Label all tracts, stormwater areas, areas for phase 2, road names Demolition Plan (4 of 18): Add a note to Note 3 that requires a ORCAA approval before demolistion of the buildings. Erosion Control Details and Notes (sheet 5 of 18): Add V-ditches to both property lines to contain the water one site. See mark up. Show TESC pond. Show rock check dams to be installed as needed to stabilize the drainage ditches. Show straw to be spread over the graded cut and fill areas. Add a construction sequence to the TESC plan. TESC Details (sheet 6 of 18): Add details for hay bails, rock check dams, v-ditches and TESC pond. Horizional Control Plan (7 of 18): Show all lot dimensions, right of way widths, utiltity easements, curb radius, tracts, open space areas and datums. The horizontal control information needs to be tied in to the stationing of SR 507. Currently the project is not stakable from the plans. Why is their 2 centerlines shown on the plans? Please label the lines shown. Show the monument locations. I know you have a note shown but also place the symbol on the plans. Please remove the phase 2 lots and show this area as a tract. Grading Plan (8 of 18): Show limits of clearing. The storm pond needs to have a 10’ setback from the right of way lines and property lines. Show access roadway to the pond. Add datum info to the plan Add slope arrows and slope angle to the plan. (ie 3:1 or 2:1) Add grading notes to the plan. Storm Drainage Plan and Profile (9, 10, 11 of 18): Check scales of profile view. Add more catch basins to the 12% roadway slope area. Should be no more than 150’ apart. Any storm pipe with less than 2 feet of cover needs to be ductile iron. You called out 6” thick concrete for sidewalks which is fine with the City. Was that intended? The conditions of approval require the building roof drains to be routed to drywells. How are the dry wells going to be installed in fill or the slopes shown on the lots? Please add a design for the drywells that is tailored to the site or increase the pond size and route the roof drains to the storm pond. Relocate the catchbasin located in the middle of the cul-de-sac to the curb line. Type-1 catchbasins are allowed up to a max. of 5 feet in depth. Any catchbasins deeper than 5 feet need to be Type-2. Please ghost in the water and sewer utilities on the stormwater plans. This will be easier to locate conflicts. The right of way plan view on the construction drawings scales 54 feet it should be 56’. Roadway Details (sheet 12): Add a detail showing rolled curb catchbasin installation. Simular to King County detail. Use City of Yelm standard roadway details on the plan. Add a modified City of Yelm roadway detail showing the parking lanes removed for the area between lot 1 and SR 507. STEP Plan (13, 14, 15 of 18): Sewer reviewed by Jon Yanasak Water reviewed by Edward Smith Check depth of bury on the pipeline. 5” is required. Connection point, and method of connection to existing main is not shown. Page C8 refers to match line on C7.1. this is incorrect. Per our Development Guidelines, ARV are required at high points in the pipeline, none are shown. No “End of Line Clean Outs” are shown. Due to the elevation difference between the proposed project, existing City conveyance system and treatment plant, a roll seal pressure reducer will be required on the sewer main at the bottom of the hill. This shall be designed and provided by a City consulting engineer. They will be providing one plan sheet to be inserted into your construction set. The existing ten inch main stops Southwest of Nisquilly Meadows on the West side of state route 507. How far will this ten inch main be extended for this project? The eight inch gate valve will need to be placed at the ten inch main on the west side of state route 507. How is this water system going to maintain pressure with the elevation difference? Will need an AIR/Vacuum Release at the highest elevation point. at station 15 + 46.16: The end of the main needs an eight inch inline gate valve, for future and a blow off assembly at the end. The fire hydrant will need to be moved at lot three. It is too close to the sewer. Maybe too the other side of lot three at the water meter side. The well to be abandon as WSDOE regulations. Is there a irrigation system on this project? Add current City of Yelm water details. Street Lighting Plan (18 of18): Move light no. 7 to Sta 12+00 and light no. 8 to 14+80. Street lighting will be required for SR 507 due to the center turn lane and frontage improvements. DOT requirements will have to be satisfied. Landscape Plan: No landscape plan has been submitted. Conditions of Approval: Verify that the Conditions of the Hearing Examiner have been addressed on the construction plans. Please review and revise the plans to address the above referenced comments. When the project is resubmitted you will need to submit 4 sets of plans, 2 stormwater reports. The project engineer is required to include a written response with the resubmittal, indicating how all the review comments above have been addressed or responded to.
