Second Review of Civil Site Construction Documents
Mr. Steepy:
The City of Yelm has completed the second review of the proposed subdivision. Your application included:
Construction Documents dated Jan 10, 2007
Landscape Plan dated Jan 10, 2007
Resubmittal Letter dated Jan 12, 2007
We have reviewed the plans for compliance with the City of Yelm Development Guidelines, the DOE Stormwater Manual and general standards of civil engineering practice. The following
comments need to be addressed before the plans may be approved for construction. Our comments are summarized below:
Erosion Control Details and Notes:
Add a construction sequence to the TESC plan. I was not able to locate this where directed.
Horizontal Control Plan:
The horizontal control information needs to be tied in to the stationing of SR 507. Also include the mile post or distance from the nearest DOT monument. Currently the project is not
stakable from the plans.
Add the bearings to all property lines, tract lines etc.
Water Plan: Reviewed by Edward Smith
See drawing 6-11, the minimum cover for the main line is forty two inches, NOT three feet.
How will the pressure in the ten inch main be maintained to thirty psi or twenty psi under fire flow conditions on the hill, and will flow and pressure be ok for fire fighting?
Note 18, sheet 16, the gate valve can be moved to the fire hydrant tee.
Sewer Plans: Reviewed by Jon Yanasak
On sheets C8.4, C8.5, and C8.6, the Fitting Table should be labeled Sewer Fitting Table, not Water.
# 16 in this table is a Gate Valve not a 90 degree bend.
No ARV is required at Sta. # 15+42
An “End of Line Clean Out” is required at the end of this mainline per COY Development Guidelines – See drawing # 7-20.
Street Lighting Plan (18 of18):
Move light No. 8 from Station 14+75 to 5 feet inside the property line. This change needs to be made due to the relocation of the cul-de-sac.
Landscape Plan: Reviewed by Tami Merriman
Use City of Yelm Street Tree Detail 4-19.
Describe how disturbed slopes in tract A will be revegetated.
Street trees cannot be located on property corners, which are where utility services are located.
It appears that with the size of lots, more street trees can be planted.
The City has determined that a picnic table and bbq pit alone does not truly meet the intent of the open space requirements. Additional improvements to include a mix of elements typically
found in an improved park area such as play equipment, athletic courts, and picnic facilities are required. Additional landscape features (other than just hydroseed) should be incorporated
into the park areas as well.
Tract C is held for future development. If area is disturbed during construction, the tract should be revegetated.
Please list tree species in legend. Changes can be made to the approved plan at a later date if needed.
Is there to be a fence around the storm pond area? If so, it shall be vinyl coated chain link.
The trees located on the south property line, as mitigation for tree removal on site, shall be a mix of evergreen and deciduous, with a three to one mix, predominately evergreen.
Irrigation Plan:
Irrigation is required for areas that can not be reached with a 75’ hose bib reach from the houses. This irrigation can be sprinkler system, drip irrigation or other means as long as
it is approved by City. Please add irrigation meters as needed.
Please review and revise the plans to address the above referenced comments. When you are ready to resubmit the plans for review please contact me for the requirements of the submittal.
The project engineer is required to include a written response with the resubmittal, indicating how all the review comments above have been addressed or responded to. This will significantly
