The following is in response to your inquiry regarding evaluation of APA structural panels
subjected to moisture exposure due to construction delays.
APA trademarked panels (plywood and OSB) are produced in two bond classifications -
Exterior and Exposure 1. The bond classification relates to moisture resistance of the
glue bond, and thus to the structural integrity of the panel. Exterior panels are suitable
for repeated wetting and re-drying, long-term exposure to weather, or other conditions of
similar severity, provided they are properly finished and maintained. Examples of panel
applications with Exterior bond classification are signs, siding and closed soffits.
Exposure 1 panels are suitable for uses not involving long-term exposure to the weather
but are intended to resist the effects of moisture due to construction delays, or other
condition of similar severity. Examples of applications of panels with Exposure 1 bond
classification are floors, roofs and walls.
Although APA Exposure 1 panels are bonded with moisture resistant adhesives and are
suitable for some moisture exposure during construction delays, construction should
proceed with limited interruption and panels should be protected by roofing and/or weather
resistive barriers as soon as practicable.
Walls and other vertical surfaces allow water to shed quickly. After roof sheathing and
roofing are installed, roof overhangs (if provided) further protect the sheathing from
moisture exposure. Before installing the exterior and interior finish, wall sheathing
should be allowed to dry so that moisture absorbed during construction will not be trapped
within the wall cavity. The moisture content should be below 18 percent before fully
enclosing the sheathing.
There are many factors that affect the durability of wood structural panels and each
situation is unique. Therefore, it is impractical to define an acceptable moisture
exposure due to construction delays under all circumstances. Factors such as geographical
location, seasonal weather patterns, and local weather history should be considered.
Likewise, construction conditions that cause accumulation or dissipation of moisture will
influence the effects on the panels. The longer panels are exposed and the more severe the
exposure, the greater the effect on the panel performance. Although it is a function of
both time and severity of moisture exposure, panels that are exposed to long construction
delays may be unaesthetic yet remain structurally sound.
The attached APA publications address related issues and provide additional information
regarding structural panels and moisture exposure.
In cases of severe or unusually prolonged exposure it may be necessary to retain the
services of a qualified construction expert for panel evaluation.

The inspector probed at all four sides of exterior wall sheathing for any evidence of rot fungus.
No evidence of rot fungus was found.
The inspector found moisture content ranging from fifteen percent to thirty percent present in
sheathing. The highest readings were found near the bottom edge on the South side.

The inspector recommends option [C]. With siding installed the home will receive maximum
protection from the elements and at the same time the sheathing will dry out. The bottom
courses of siding, or band, should not be installed at this time as the portion of sheathing next to
the rim joist will dry best from the outside and needs to be assessable for moisture readings.

Further recommend that the wall Insulation not be installed until moisture content of sheathing
is eighteen percent or less.
In the photographs one can see a starter band that should be left off until bottom portion of
sheathing has dried.
