Hatton Hatton Godat Pantier 1840 Barnes Blvd SW Tumwater, WA 98512 RE: Forbest Retail Building Civil Engineering Review No. 1 City of Yelm Project SPR-03-8342-YL Dear Mr. Hatton: I have reviewed the civil engineering plans. The following are comments from the above referenced plans and need to be addressed on the future submittal. I have organized these comments by utility type. Water System: The water main extension in the private access needs to be 8’ in size. The water main bends located at 14+00 should be removed. These bends will restrict the flow in the watermain. An Air/Vac needs to be located at the high point in the watermain. The sizes of the water meters are within code. However a 5/8” to ¾” meter may not support your intended use. This is a typical residential use meter. All water meters will be required to have backflow prevention devices installed. Contact Kevin Ray at 360-458-8406 for specifications on the backflow prevention. Water and sewer utilities need to have 10’ horizontal and 18” vertical separation between them. This also includes the services. Sewer System: The STEP tanks must have H-20 load rated access covers shown on the plans. The STEP tanks must be H-20 load rated to be located in the drive isles. Show detail or specify manufacture type and model to verify load ratings. If the tanks are not load rated a reinforced concrete slab will be required to be over the tanks for protection. Show the control panel locations on the plan. A hose bib needs to be located within 50’ of the STEP tanks for maintenance. This hose bib needs to be located outside the building. The STEP forcemain needs to be located 5 feet to the west of Plaza Drive’s centerline. This project will be required to extend a sewer main in the private access for the service lines to connect. This main should be 2” in size. The STEP service lines need to be routed as directly as possible to a STEP main. The current locations do not meet this requirement. The STEP tank pumping system(s) will need to be duplex commercial system(s). The tank sizes need to be specified on the drawings. A STEP service stub needs to be extended to the property located to the west of Plaza Drive. The sewer gate valve at Sta. 2+53 will need to be a 3” gate valve. Grading and Stormwater: Show channelization on Plaza Road/Yelm Ave intersection. Plaza Road street trees are shown to be planted over the water main. How is the water main going to be maintained without disturbing the street trees? Sand filters and sand lined trenches are not allowed as a form of water quality treatment in the City of Yelm. Please revise your plans to eliminate these. All stormwater facilities need to have a ten-foot setback. This setback is measured from top of slope or edge of infiltration gallery. A bioswale can have a 5’ setback from top of slope. All stormwater pipes need to be at least 0.50% in slope. Plaza Drive has a cross slope greater than 2% at the private access intersection. Please revise this area to have a cross slope no greater than 2%. The wetpond berm should be 1’ higher that the max. water surface. Misc. Information: The gas main cannot be connected as shown on the plans. Yelm Ave East is currently under a moratorium for pavement cutting. This roadway was recently rebuilt and overlaid. A STEP service stub needs to be extended to the property located to the west of Plaza Drive. The City of Yelm approval block should read “Development Review Engineer” instead of Public Works Director. Landscape Plans: (Comments from Tami Merriman) Street trees in the planter strip along Plaza Drive: May need to relocate water line to avoid root complications. Street trees need to be appropriate for a narrow planter strip. Those on our list include: Golden Raindrops Crabapple, and Pyramidal European Hornbeam. Plants along the western edge of the storm pond must be large enough at planting to provide a dense screen between the sidewalk and the pond. The majority of this planting must be evergreen, with a few deciduous trees intermixed. The eastern side of the storm pond will be a pedestrian walkway; this landscaping can be incorporated throughout the development. The corner of Yelm Ave., and Plaza Drive will need to be improved per the City of Yelm Design Guidelines. Because of the rearranging of landscaping along the pond, and the narrow planting strip, the corner should be enhanced by providing a decorative wall and seating area. The wall should be a “prairie rock” wall, the same type of wall that the neighboring properties, Rite-Aid and Jack-in-the-Box have used. The rock wall does not need to extend the property length, however a pedestrian open space should be created at the corner. This will be incorporated with the required pedestrian access from the corner to the site. The trees lining the parking adjacent to Yelm Avenue must be spaced to be intermittent with the street trees along Yelm Avenue. The 8’ perimeter landscape strip must be augmented with shrubs at least 3-feet tall, to cover the landscaped area within 3 years. If there is not to be a 5’ landscape strip adjacent to the building, landscape planters shall be placed in front of the southern side of the building. Please review and revise your engineering drawings. Upon review of the resubmitted documents additional comments and corrections may be required.
