Box 476 Yelm, WA 98597 Re: SPR-01-8325-YL Yelm Middle School, Portable Classrooms - Notice of Final Decision Dear Mr. Birkland: The Site Plan Review Committee has considered your application for the above referenced project and finds that as conditioned below, the proposed project is consistent with the Yelm Comprehensive Plan and all applicable City policy’s and development standards. Pursuant to Chapter 15.49, Integrated Project Review Process, a project which is subject to Site Plan Approval is a Type II Permit and can be appealed to the City of Yelm Hearing Examiner. An appeal must be filed within 14 days of the date of this notice. Site Plan Approval is valid for 18 months from the date of this letter. The affected property owners may request a change in property tax valuation from the Thurston County Tax Assessor’s Office. The project is approved subject to the following conditions of approval: Transportation Finding: Yelm is a small compact community most directly affected by two state highways, which bisect the community. The two state highways are used by local residents for transportation throughout the City and for access to commercial and residential areas throughout the community. In lieu of widening existing streets, the City has elected to create certain alternatives, Y-1, Y-2, and Y-3, which will avoid the need to significantly widen existing streets, and particularly Yelm Avenue. New developments do in fact burden the City’s central streets, and unless the bypass alternatives are accomplished, the City would have to require developers to pay the cost of the internal street widening. City plans show, and the City finds, that adequate facilities will be accomplished better and in a timely fashion by bypass facilities as a substitute for the widening of existing facilities. As a result, the City finds that the regional plans in fact benefit projects in all areas of the City, and will accomplish the goal of providing adequate facilities to City standards within a reasonable time to serve the demands created by the proposed project. Finding: The City of Yelm 2001 Comprehensive Transportation Plan Update lists Goals and Policies relating to transportation impacts. #30 - Funding Sources Policy, provides methods for financing transportation projects, and includes a policy that “requires impact mitigation payments, or seek voluntary contributions from developers”. Finding: The City of Yelm Concurrency Management ordinance also describes mitigation measures for impacts to the City’s transportation system by requiring the project to make a contribution to the facilities identified in off-site comprehensive transportation plan, in the form of a transportation facility charge. The ordinance lists the number of new pm peak trips generated by an Elementary/Jr. High School to be 0.02 trips per student. The Transportation Facility Charge is currently $750.00 per new pm peak trip. Conditions of Approval: 1. The applicant shall mitigate transportation impacts based on the new p.m. peak hour trips generated by the project. The project is classified as Institutional - Elementary School/Jr. High School. The Transportation Facility Charge (TFC) shall be based on 0.02 new peak hour trips per new student, with an average of 60 students in each portable. The applicant will be responsible for a TFC of $900.00 per portable, which is payable at time of building permit. New Trip Generation Rate x per student x $750.00 = TFC 0.02 x 60 = 1.2 x $750.00 = $900.00 Per Portable Classroom Parking: Finding: Yelm Municipal Code Chapter 17.72 requires one parking stall for each ten students enrolled. Conclusion: The City finds that existing parking meets the minimum requirements of Chapter 17.72. Water Finding: There is an existing City water connection at this site. The applicant has expressed the possibility of connecting the existing and proposed portable classrooms to City Water either at construction or in the future. Finding: Connection charges are based on water consumption. One connection is based on a consumption rate of 240 gallons per day. This connection is referred to as an “ERU”. Conditions of Approval: The applicant shall provide proposed water use calculations to the Community Development Department for review and approval. Water ERU’s are based on a consumption rate of 240 gallons per day and are charged a current rate of $1,500 (fee subject to change) inside City limits. The number of ERU’s required for this project shall be determined by calculations provided by the applicant, and approved by the Community Development Department. The applicant shall submit civil construction plans for the extension of water lines to the Community Development Department for review and approval. Water connection fees shall be paid at building permit issuance. Sewer Finding: The site is currently connected to the City sewer system. The applicant has expressed the possibility of connecting the existing and proposed portable classrooms to City Sewer either at construction or in the future. Finding: Sewer ERU’s are based on water consumption. The additional development on this site creates an additional impact on the City’s sewer system, and may require an additional STEP tank or increased size. Conditions of Approval: The proposed site is connected to the City’s STEP sewer system. The applicant is required to purchase Sewer ERU’s based on the on the water calculations provided by the applicant, and reviewed and approved by the Community Development Department. Equivalent Residential Units (ERU’s) are based on a discharge of 240 gallons per day. The current rate for one ERU is $4,986.00 (fee subject to change). The applicant shall submit civil construction plans for the extension of sewer lines to the Community Development Department for review and approval. Sewer connection fees are payable at building permit issuance. Stormwater: Findings: The proposed structures do not create more than 5,000 sq. ft. of impervious surface. Stormwater runoff from these structures will be captured and distributed by gutter drywells. Conclusion: No additional stormwater facilities will be required. Fire Findings: Fire protection is provided by Thurston County Fire District #2. As development occurs there will be additional demands for fire service. The applicant is required to provide adequate hydrant placement, and/or fire truck access. Finding: There currently exists an emergency fire lane entrance that accesses the existing portables. Conclusion: The emergency fire lane accessibility will be reviewed and approved during building permit review. Landscaping Finding: Landscaping and screening are necessary to promote safety, to provide screening between compatible land uses, to safeguard privacy and to protect the aesthetic assets of the City. Chapter 17.80, Landscaping, requires the applicant to provide on-site landscaping for all development proposals. Finding: The proposed placement of the portable classrooms is in the center of the Yelm Middle School Site. There are currently ball fields and a basketball court between the portable placement, and the perimeter of the site. Finding: The proposed placement of the portable classrooms is located on a large existing concrete area, making site landscaping difficult. The Northwest side of the portables is the current fire lane access. Conclusion: For this proposal, normal perimeter landscape requirements would create a hazard by blocking fire truck access. Normal landscape requirements are waived for this proposal. Other Conditions of Approval: Applicant shall assure that all access to, in, and around the structures is ADA compliant. A building permit from City of Yelm Community Development Department is required. Applicant must provide a lighting plan showing adequate lighting, and any proposed additional lighting for the site.
