2nd punchlist for final2003, have been complete. The only item which does not require completion before issuance of a temporary certificate of occupancy is the requirement to decommission the existing well
on the property. As of today, the City has not been contacted to inspect the items on the civil punch list for completion, with the exception of the fencing requirement (item number
3), which has been inspected and approved.
The items on this punch list are:
1. Replace damaged sidewalk.
2. Backfill along sidewalks.
3. Complete fences (this item has been inspected and approved).
4. Complete the final inspection of the water system.
5. Place the bollards at access to the storm pond.
6. Submit the civil as-builts.
7. Submit the final stormwater report.
8. Submit STEP sewer easements and bill of sale.
9. Submit the water system easement’s
10. Pay the civil engineering fee’s.
11. Install the missing planter island.
12. Install the missing planter boxes.
The City will consider issuing an ‘event’ certificate of occupancy for short term (one-day) events in the buildings if the building has been given final approval and progress on the
remaining items is continuing.
Certificate of Occupancy
This certificate is issued when all building and land use issues are complete. Prior to issuance of the certificate of occupancy, the well on the property must be decommissioned pursuant
to Section 173-60-381 Washington Administrative Code and evidence of the decommissioning is provided to the Community Development Department. I am attaching for your information a copy
of this requirement along with a brochure regarding how to decommission a well prepared by the Washington Department of Ecology. Rather than posting a financial guarantee as noted in
Jim Gibson’s punch list dated October 31, 2003, the City will hold the amount from the CBDG grant payout until this requirement is met and the certificate of occupancy issued.
