Mail SEPA 001 AFTER SEPA DETERMINATION -Distribution Process When the SEPA determination is complete and signed, distribute/file as follows: The applicant will have provided a list of addresses, or labels, of all property holders within a 300' radius of the project property. This will be found in the gray folder inside the physical Project fle. The SEPA determination is mailed to all of those property holders. Photocopy this list or labels onto labels for mailing. Photocopy this list or labels onto paper for filing. Put the original list or labels back in the gray folder of the Project file. The SEPA determination is also mailed to all on the SEPA mailing list -found in the Community Development folder on R Drive in the MailListLabels folder, Project Mail Lists.mdb. Photocopy the SEPA mailing list on labels for mailing, and retain the paper list for filing. Ten labels on the SEPA mailing list also receive a copy of the marked up checklist, a site plan, and a vicinity map (site plan and vicinity map may be on one map). Put labels directly onto the SEPA Determination for those within the City of Yelm City Hall, and distribute. Mail only the SEPA Determination to the remaining labels from both lists. Staple together a copy of the SEPA Determination, a copy of the 300' radius property holders' labels, and a copy of the SEPA mailing list labels. On the front of this packet, write a note stating "mailed to attached lists" and date. File the packet in the gray folder of the Project file. File the original marked checklist and a copy of the SEPA Determination in the green folder of the Project file. File the original SEPA Determination in the yellow folder of the Project file. This Mitigated Determination of Non Significance is based on the project as proposed and the impacts and potential mitigation measures reflected in the following environmental documents: • Environmental Checklist (January 2006, Jerome W. Morrissette & Associates, P.S.) • Preliminary Storm Drainage Report (January 2006, prepared by Jerome W. Morrissette & Associates, P.S.) 2. The City of Yelm has adopted a concurrency management system as required by the Growth Management Ad. Chapter 15.40 YMC (concurrency Management) is designed to ensure that the improvements required to support development are available at the time of development. A concurrency determination may be issued for a proposal as it relates to transportation issues when: the development provides on-site frontage improvements; the project makes off-site improvements as necessary to provide for the safe movement of traffic; and the project makes a contribution to projects identified the six year transportation improvement program in the form of a Transportation Facilities Charge. 3. Chapter 14.12 YMC requires the dedication of open space for all residential development. Section 14.12.050 YMC lists tour (4) attributes for qualification of open space. 4. The Yelm School District has adopted a school mitigation requirement based on the demand that new residential units create for additional school services and facilities. Additional demands on the school system will be mitigated through the requirement that the developer enter into a mitigation agreement with the District. Mitigation Measures 1. The developer shall mitigate transportation impacts based on the new residential P.M. peak hour trips generated by the project. The Transportation Facility Charge (TFC) shall be based on 1.01 new peak hour trips per residential unit. The proponent will be responsible for a TFC of $757.50 per dwelling unit which is payable at time of building permit. Credit should be given for the existing single-family dwellings. 2. Prior to final subdivision approval, the developer shall complete the following transportation improvements: a. The east half of Cullens Road shall be improved to City Standards for a Neighborhood Collector along the property frontage. b. Cullens Road shall be improved to provide two 12 foot drive lanes from the northwest corner of the property to the intersection of Cullens Road and St. Hwy 510 (Yelm Ave.) This Cullens Road improvement is a condition of a different plat approval called Cherry Meadows. If the Cherry Meadows subdivision does not complete the Cullens Road widening prior to final plat approval for this subdivision, this plat approval will be conditioned to limit final plat approval to after the Cherry Meadows improvements are complete. c. The west half of Longmire Street shall be improved to City Standards for a Local Access Residential along the property frontage. d. Longmire Street shall be improved to provide two 12 foot drive lanes from Coates Road to the SR 510 (Yelm Avenue) and overlaid with a 2 inch, Class B overlay of asphalt. e. All interior streets shall be improved to City Standards for a Local Access Residential. 3. Temporary erosion control systems to be approved by the City of Yelm. 4. The developer shall provide at least 5% of total acreage as qualified and usable open space. 5. The developer shall enter into an agreement with Yelm Community Schools to mitigate project impacts to the School District.
