On the afternoon of January 24th, 2018 Officer Field accompanied me on a visit to 15929 Quail Meadows Ct SE. Our intention was to make contact with the homeowner/current visit to discuss
devising a plan to get the water to the building turned back on.
The building in question has been without water since May 2017. When a building does not have a potable water supply it is deemed unlivable.
Unfortunately, we received no answer after repeated knocks on the front door.
On the morning of January 25th, 2018 Officer Field and I returned to the above mentioned residence, fully aware that occupants were in fact in the home. After numerous failed contact
attempts were made by knocking on the front door, garage door, and verbal annunciation we posted a Do Not Occupy notice in two locations on the residences front. One was placed on the
front door, another placed on the front window.
On the afternoon of January 25th, 2018 Christine Alford (the homeowner in question,) came by the office to inquire about the notice we posted. I am removing the notice for now and giving
her an opportunity to resolve her water issue.
On February 22nd 2018 Christine Alford visited the front desk at the Community Development Department. Christine Alford left a nine paged hand written note explaining her intentions
to seek a loan to get her water turned back on and reoccupy the residence. I had given her 31 days to correct the lack of water condition and reminded her the time given was nearing
expiration.
On February 23rd 2018 a list of services that could possibly benefit her was e-mailed to Christine Alford in the hopes she would seek assistance.
An E-Mail sent on February 27th 2018 - I regretfully have to inform you that on Monday March 5th 2018 a Do Not Occupy order will be placed on the residence at 15929 Quail Meadows Ct
SE. This is a legal notice that clearly states that the residence is not to be occupied for any reason, and doing so is an infraction of the law.
You will be expected to vacate the property soon after as the property will be boarded up and condemned.
This intention of this communication is in hopes that you can make arrangements and/or seek services entitled to you.

March 5th 2018 - This morning volunteer Jim Lindsay and I posted two Do Not Occupy notices on the property located at 15929 Quail Meadows Ct SE. We knocked on the front door of the residence
to inform them of the notice but received no answer. We did observe people walking around in the residence and heard a person mumble in response to my attempt at communication through
the closed front door.
At this time it is currently illegal to occupy the residence and any who do so shall be arrested for trespassing.
At 1:45 PM on March 9th 2018 a visit to enforce the Do Not Occupy notice on 15929 Quail Meadows Ct SE took place. Officer Matt Rompa, Detective Jared Geray, Officer Joel Turner, and
Sergeant Rob Carlson notified the residents that they have 15 minutes to gather their belongings and vacate the residence.
One individual named Jason had to be physically removed from the interior of the residence. As Jason had an officer on each arm he kept shouting that he was not resisting. Jason was
violently flailing his arms while flexed and tense and had to be taken to the ground to be cuffed.
Christine Alford the property owner argued with me and persistently told me repeatedly about how we were illegally posting our Do Not Occupy notice. I had given a reasonable time frame
before we posted the Do Not Occupy, (31 days,) to get her affairs in order. No contact with me was made with me from Christina Alford until she believed the timeframe given expired.
I have been quite accommodating and reasonable with Christina Alford and truly wish this could have been resolved in a more positive way.
On April 6th 2018 a certified letter was sent to Christine Alford informing her that the City of Yelm would perform an abatement to clean up the property.
During the weekend of April 27th 2018 Christine Alford pitched a make shift series of tarps to function as a tent in the driveway of the residence. Christine Alford uses the non-functioning
mini-van in the driveway as a residence.
On May 10th 2018 The Landall Group began the removal of 150 cubic yards of garbage from the rear of the property. A lien will be placed on the property to reimburse the City of Yelm
for all abatement costs.
